Description

This is a Sole Source Synopsis announcement. A written solicitation will not be issued. Naval Sea Systems Command (NAVSEA) intends to award a contract with both Firm Fixed Price (FFP) items and Cost Plus Fixed Fee (CPFF) items to BAE Systems Surface Ships Ltd of Portsmouth, UK, using other than full and open competition pursuant to 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1.



The anticipated contract shall cover FY26 through FY30 Archerfish Neutralizer production requirements (1 base + 4 option years) to produce up to 668 Archerfish Neutralizers and support, (Destructor, Mine Neutralization, Airborne MK 64 Mod 0 Archerfish and MK 65 Mod 0 Archerfish), Fiber Optic Spools, support equipment required for the maintenance and operation of the Archerfish Neutralizer, and associated Spares and Engineering Services. Efforts are in support of the AN/ASQ-235 Airborne Mine Neutralization System (AMNS).



BAE Systems is the original equipment manufacturer and sole supplier of the Archerfish Neutralizer. It is the only company that possesses the intellectual property rights (concepts, designs, techniques) and technical documentation of critical system components and requisite expertise necessary to provide the supplies within the time required to meet the Navy’s requirements.



Interested parties may express their interest and capability to respond to the requirement in response to this notice through a capability statement, which will be considered by NAVSEA. This notice of intent is not a request for competitive proposals. Responses to this notice must be received by 1500 EST on 23 April 2025. Responses shall be submitted via email to christopher.t.venturino.civ@us.navy.mil and cc david.g.kinney4.civ@us.navy.mil and reference solicitation number N00024-25-R-6403. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.



Respondents are advised that Booz Allen Hamilton, third party support contractors providing support to PMS 495 may assist the Government in its review of responses received under this notice and therefore may have access to the submitted material. These contractors have executed Non-Disclosure Agreements with the Department of Navy. Respondent shall provide notification on its cover page if the Respondent does not consent to the use of the aforementioned contractors. Unless otherwise stated by the Respondent, a submission received in response to this notice constitutes consent that the above-mentioned contractors may have access to all information provided in the Respondent’s submission. Unless otherwise stated by the Respondent, a submission received in response to this notice constitutes a Respondent’s consent for the Government to disclose all information provided in the Respondent’s submission to the abovementioned third party support contractors, for the purposes of the Trade Secrets Act.
