Federal Emergency Management Agency (FEMA) is seeking data services that facilitate the exchange of transactional data between FEMA and the contractor. These services must provide high-quality, frequently updated data delivered in near real-time. The data is necessary for several FEMA operations, including address correction, flood mapping, parcel data, and reverse address lookup. The services should support integration with FEMA's existing Java Address Correction Service (JACS), ensuring seamless data flow and compatibility with the system. The services must be flexible and scalable to accommodate evolving data needs and should be able to meet FEMA's high standards for data accuracy and timeliness.

Specific requirements include:

  • Address Correction: Correcting addresses to the parcel level, including geocoding, which is the process of converting a text-based description of a location into geographic coordinates..

  • Flood Mapping: The process of creating maps that show the likelihood of flooding in an area and assessing flood risks based on corrected addresses

  • Parcel Data: Providing non-spatial attribute data linked to corrected parcel numbers, for example ownership, acreage, boundaries, and usage.

  • Reverse Address Lookup: Identifying addresses from geospatial data

Prospective offerors are encouraged to thoroughly review the RFI questions and the Draft Performance Work Statement for detailed information.
