This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.

The Network Contracting Office (NCO) 16 is seeking preferably Service-Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing Ground Ambulance services for various locations as per the draft performance work statement below for the Gulf Coast Veterans Health Care Systems, 400 Veterans Avenue, Biloxi, MS 39531.

The NAICS code is 621910 Ambulance Services, and the Size Standard is $22.5 Million. Responses must be received no later than 12PM CT, Wednesday, October 8, 2025. Responses shall be emailed to tina.harris3@va.gov.

The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications mentioned within.

Responses to this notice should include company name, address, point of contact, phone number, and point of contact e-mail, UEI Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) 621910 (size standard of $22.5 Million). Please answer the following questions:

Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.)?

Is your company considered small under the NAICS code identified under this notice?

Are you licensed in the state of Mississippi thru Bureau of Emergency Medical Services(BEMS) to operate ambulance within the state?

If you intend to subcontract any work on this contract, what portion of the total work will be performed by the subcontractor and what portion will be performed by the prime contractor? Please provide estimated detailed percentage breakdowns related to subcontracted work and completion of job.

Does your company have an FSS, GSA, or NAC Contract for ambulance services? If so, please provide the contract number.
Please submit your capabilities in regard to the services being requested and/or any other information to show qualifications.
