Description

The following is a pre-solicitation notice and is not a request for quotes, proposals, or bids. This is a notice that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued in the near future.



The U.S. Army Corps of Engineers, St. Paul District (USACE) is planning to solicit a requirement for the St. Vincent Township – Noyes Levee Repair. This project includes the repair of approximately 3150 feet of levee. Levee damage must be repaired by stripping topsoil, debris, and damaged soil from the levee and recompacting levee fill excavated from the existing levee and borrow area. Work includes the placement of seed, erosion control matting, and borrow pit restoration. The two existing culverts through the levee are to be cleaned out and a televised inspection performed to confirm there are no deficiencies. The Noyes Levee repair is located in St. Vincent Township near Noyes, Minnesota.



USACE intends to issue an Invitation for Bid (IFB) on or around 18 April 2025 that will be a 100% Small Business set-aside competition for award of one (1) firm-fixed-price contract. The contract completion will be no later than September 15, 2026.



The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction with a size standard of $45.0M. The estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00. The contract will require 100% performance and payment bonds.



This synopsis is not a Request for Quotes, Proposals, or Bids. In accordance with FAR Part 36, this is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for award of one firm-fixed-price contract is intended to be publicized on https://SAM.gov in the near future. The specifications will be detailed in the formal solicitation when issued. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive bid opening date and time will be stated in the solicitation and any associated amendments that may be issued.
