Project Description: Sealed proposals will be received electronically via the PennBid Program by City of Lebanon, Lebanon County for the Southwest Park Improvements Project Phase 1 until 10:00 a.m. prevailing time on Friday, May 9, 2025 at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total.
The base contract includes, but is not limited to, reconstruction of existing tennis courts into a combined tennis/pickleball court complex, refinishing of court surfaces, removal of existing pole lights within the interior of tennis court area, removal of existing chain link fence around perimeter of tennis courts, installation of new chain link fence around perimeter of proposed tennis and pickleball courts, resurfacing of paved walkways, demolition of existing stormwater inlets and lines, installation of new stormwater lines, and other associated work as more fully described on the construction drawings.
The base contract price shall be separated between 1) all labor, equipment, and materials related to demolition for and reconstruction of new tennis courts, including surrounding fencing, and 2) all other labor, equipment, and materials as part of the rest of the project, including demolition for and construction of adjacent pickleball courts and fencing. See Exhibit D for scope of work area related to tennis courts.
Alternate 1 (additive) includes, but is not limited to, resurfacing of existing basketball courts, including installation of a multi-colored acrylic surface.
Alternate 2 (additive) includes, but is not limited to, installation of a heavy-duty wind screen for the chain link fencing surrounding the proposed pickleball courts.
Alternate 3 (additive) includes, but is not limited to, demolition and replacement of existing concrete shuffleboard courts, including installation of a multi-colored acrylic surface.
The bidding process, contract, and conduct of the work must meet the requirements of a Local Share Account Grant Contract, which has been entered into by the City of Lebanon and the Commonwealth Financing Authority. This agreement obligates the City of Lebanon to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidders’ attention is directed to Exhibit A of the bid package, which contains the Local Share Account Grant Contract requirements. This document outlines the specific requirements of the Local Share Account program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Tuesday, April 29, 2025 at Lebanon City Hall, 735 Cumberland Street, Lebanon, PA 17042.
The City of Lebanon hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects, or irregularities in any bid at its sole discretion.
