This is not a request for either a quote or proposal. This announcement is considered market research in accordance with FAR Part 10.

BACKGROUND:

Notice from the Department of Defense, Defense Logistics Agency, Strategic Acquisition Program Directorate (SAPD) at DLA Columbus, Ohio. The SAPD/ZAA Division is seeking capabilities packages of potential sources, including small businesses. This sources sought synopsis is published for market research purposes only, to identify potential sources capable of supplying the Government with the items in accordance with the requirements listed below. Please review the below National Stock Number (NSN) and provide any additional sources that can supply the item with an unknown demand.

The Acquisition Method Code (AMC) / Acquisition Method Suffix Code (AMSC) for the NSN listed above is “1/B”.

AMC: 1 – Suitable for Competition, potential sources shall include dealers/distributors.

AMSC: B – This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.

Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only, respondents will not be individually notified of the results of any government assessments. This sources sought synopsis notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or not.

CAPABILITIES PACKAGE:

Interested parties shall submit a capabilities package, with a cover letter that demonstrates their ability to manufacture the NSN listed above. The response shall not exceed three (3) pages. The responses should include the minimum details outlined below:

-Company Name & physical mailing address.

-CAGE Code

-Number of Employees

-Statement of intention to bid for the requirement as the Prime Contractor.

-A statement as to whether your company is domestically or foreign owned or controlled (if foreign, please indicate the country), and whether use of any foreign national employees are contemplated in this effort:

-If subcontracts are to be used, provide an anticipated percentage of effort to be subcontracted and whether small or large businesses will be used.

-Statement as to your capability (including financial) and capacity to perform and manage the work.

-Traceability documentation

--Copy of quotation from an approved source;

--Copy of letter from approved source authorizing distribution of the NSN; or

--A copy of the letter from the approved source stating that the company you are procuring the item from is an authorized dealer/distributor for the approved source, along with a copy of the dealer/distributors’ quotation to you for the item quoted.

Interested parties shall also complete the attached Market Research Survey and attached spreadsheet where vendor fill-in is required.
