ADVERTISEMENT FOR QUALIFICATIONS
NOTICE is hereby given that the Mayor and City Council of the City of Tupelo, Mississippi (hereinafter “the CITY) will receive Statements of Qualifications from interested engineering firms for the purpose of providing preliminary engineering services for the Tupelo Rail Improvements Program (TRIP) until the hour of 5:00 o’clock P.M. local time on April 2, 2026. Responses shall be delivered only in the manner specified below, on or before the deadline. Untimely submittals will not be accepted.
Documents, including the full Request for Qualifications, Specifications and Exhibits, may be obtained in hard copy or electronic format by contacting www.TupeloMSbids.com .
Any questions should be directed in writing by email to the Owner’s project managers prior to the deadline established in the RFQ timeline.

Interested firms submitting hard copy responses are required to submit one original and five copies of their response marked “City of Tupelo Request for Qualifications to Provide Engineering Services for the Tupelo Rail Improvements Program (TRIP)”. Responses submitted via www.tupelomsbids.com shall be in PDF format.
Qualifications must be clearly identified with “TRIP Preliminary Engineering RFQ 2026-019” on the front of the sealed envelope along with the firm’s name, address, point of contact, telephone number and email address. Inside the envelope, five (5) copies of the RFQ response shall be in printed document form and at least one (1) additional copy shall be included on a digital storage device. If corrections or erasures are made to the printed copy, they shall be initialed by the person signing the proposal. No telephone, telegraph, facsimile or email proposal will be accepted. Qualifications submitted after 5:00 p.m. on April 2, 2026 will not be considered. Responsibility for timely submittal lies solely with the submitting firm.
The selection criteria for this award is contained in the full RFQ.
Firms interested in providing these services must submit, as a minimum, those matters and, in the manner, specified by the full RFQ.
This project is being funded in-whole or in-part through the Fiscal Year 2022 Rebuilding American Infrastructure with Sustainability and Equity (“RAISE”) Grant Program administered through the United States Department of Transportation and the Federal Railroad Administration (“Grant Program”). The terms and conditions of such Grant Program, and applicable Agreement are incorporated fully herein by reference and may be made as a condition on any contract(s) awarded because of this Request for Qualifications.
The City of Tupelo, Mississippi, Pursuant to Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the applicable implementing regulations, hereby affirms that, in connection with any contract entered into pursuant to the Agreement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to any solicitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. This bid solicitation will be submitted to the Agency Bid Bank at agencybidbank@mississippi.org .
