Description

The Naval Air Systems Command (NAVAIR) intends to issue a firm-fixed-price sole source order under an existing contract to BAE Systems Information and Electronic Systems Integration, Hudson, NH, to procure the conversion of five (5) USAF Government Furnished Equipment (GFE) WGU-59/B Fixed Wing version guidance sections to be modified with five (5) Telemetry conversion kits into telemetry compatible WGU-59/B. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. This contract action will be issued on a sole-source basis to BAE Systems, the sole designer, developer, and manufacturer of the APKWS. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. BAE Systems is the sole designer, developer, and manufacturer of APKWS, and as such, is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government’s requirement.
