BID NO. IFB-7010: LUDLOW STREET BRIDGE REHABILITATION

Rehabilitation of the Ludlow Street Bridge over the Metro North Railroad Hudson Line. Replacement of armored joints and bearing plates; repair of deteriorated structural steel and structural concrete, concrete piers, and concrete abutments. Replace approaches, wearing course, sidewalks, ramps, and curbs. Work also includes bridge lifting; sawcutting; clearing & grubbing; concrete repairs; signs and signposts; fencing; asphalt and milling; protective sealing; pavement markings; traffic control; survey operations; materials testing; field office, etc.

PREVAILING WAGE: NY State, Westchester County Federal Davis-Bacon, Westchester County

BID BOND: 5% PERFORMANCE BOND: 100 % PAYMENT BOND: 100 %

This project is a locally administered Federal Aid Project, submitted in accordance with the Highway Law and the Standard Specifications officially finalized and adopted on January 1, 2025, as posted on NYS Department of Transportation’s website. BIDDERS SHALL NOTE THE FOLLOWING:

There are no residence or geographical restrictions for this bid;

• There is no M/WBE language included;
• DBE (10%) and EEO (M-22.6% and W-6.9%) requirements are applicable to this contract. The successful Contractor must demonstrate good faith efforts toward achieving the project’s participation goals. Contractor shall utilize the New York State Directory of Certified DBE vendors to identify potential participation partners. This Directory can be found at: https://nysucp.newnycontracts.com/ ;

Where state, local, and federal requirements may differ, the federal requirements prevail;

• The resulting contract will not contain retainage requirements;
• The successful contractor and all subcontractors will need to complete and submit a NYS Uniform Contracting Questionnaire (CCA-2) if don’t already have one on file (completed & submitted online).

• The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/ .

Starting December 30, 2024, all contractors and subcontractors submitting bids or performing construction work on public work projects or private projects covered by Article 8 of the Labor Law are required to register with the New York State Department of Labor (“NYSDOL”) under Labor Law Section 220-i .
