NATIONAL FUEL GAS DISTRIBUTION

Notice is hereby given that sealed bids will be received for National Fuel Gas Distribution.

This Invitation for Bid (IFB) is for the purchase of natural gas supply at NYMEX indexed prices plus the Energy Service Company (ESCO’s) basis price to the National Fuel Gas Distribution Service Territory for the Campuses to receive natural gas supply; the transportation to the distribution system must be primary firm, non-recallable. SUNY will contract with one ESCO for the purchase of natural gas on behalf of SUNY Alfred Ceramics, Alfred State, Buffalo State, Buffalo University, and Fredonia. SUNY is seeking a thirty-six (36) month supply contract for the period April 1, 2025 through March 31, 2028, with an option to extend, by mutual consent, for up to twenty-four (24) additional months.

Natural gas supply provided under this IFB will be administered according to the prevailing Federal, State and NYS Public Service Commission laws, rules and regulations governing the natural gas transportation system serving the National Fuel Gas Distribution Territory and utility’s tariff and rate schedules. A schedule of volumes, with rate classifications and account numbers is presented in Attachment 2.

DESIGNATED CAMPUS CONTACTS

In accordance with the requirements of New York State Finance Law Sections 139j and 139k (“Lobbying Law”), the restricted period for this procurement is now in effect. Therefore, all communications regarding this procurement must be handled through the State University of New York’s designated contacts only. Any violation of this condition may result in Bidder being considered non-compliant and ineligible for award. Under no circumstances may any potential Bidder/Bidder or its representative contact any employee or representative of the University including members of the Facilities Department regarding the RFP other than as provided in this section.

LETTERS OF INTENT AND VENDOR RESPONSIBILITY DOCUMENTS

Letters of Intent and all Vendor Responsibility documents listed in the outline must be emailed to the attention of Shannon Beaton, Senior Buyer, at smprevit@buffalo.edu. Be sure to include in the subject line the following information: “Letter of Intent-IFB 24SMB0117, Company Name”. All Letters of Intent and forms must be received by 2:00 PM EST on January 22, 2025.

QUESTION & ANSWER

Any questions that arise because of a review of this RFP are to be submitted in the Q&A board of the bid, located in the Tools section. Questions must be submitted by January 27, 2025 at 2:00 PM EST.
