Bids for the Solid Waste Shop Improvements in Jefferson County will be received by the  Jefferson Board of County Commissioners at 210 Courthouse Way, Ste. 230,  Rigby, ID 83442 until 5:00 P.M. local time on October 7, 2025. It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids. All parts or work not specifically mentioned which are necessary in order to provide a complete installation shall be included in the bid and shall conform to all Local, State and Federal requirements. Minority and women’s owned businesses are encouraged to bid. Jefferson County is an Equal Employment Opportunity (EEO) employer.

Jefferson County invites bids for Solid Waste Shop Improvements, namely, a breakroom, restroom, and office space to be built inside a pre-engineered metal building currently under construction. Proposals will be accepted for electric, mechanical, and frame/finish. In accordance with Idaho procurement rules, an informal bid process will be followed, meaning that the County shall secure three bids and select the lowest qualified bid.  Projects valued less than $100,000 do not require a public works license.

The Project Plans and Exhibits may be obtained online at www.jcgov.us/bids , or  at issuing office of 210 Courthouse Way, Ste. 230,  Rigby, ID 83442.

Objections: Written objections to specifications or bidding procedures must be received by the Commissioners at least three business days before the scheduled bid opening. “Written objections to specifications or bidding procedures must be received … at least three (3) business days before the date and time upon which bids are scheduled to be opened.” Idaho Code § 67-2805(2)(a)(ii).

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package. The Owner will also consider whether the bidder is a responsible bidder.

All bids must be signed and accompanied by evidence of authority to sign.

Jefferson County reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of  Jefferson County.

Plumbing, electrical and HVAC must be performed by contractors licensed in Idaho. A public works license is required for bids exceeding $100,000.
