Description
THIS IS NOT A SOLICITATION AND NO CONTRACTS SHALL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. Respondents will not be notified of the results of the evaluation.
The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classification relative to NAICS 621999 (All Other Miscellaneous Ambulatory Health Care Services). Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions. A solicitation announcement may be published in the future.
The Department of Veterans Affairs (VA), Network Contracting Office 5 (NCO 5), is seeking sources that can provide Autologous Blood Services per the description of services stated below.
This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy.
Submission Instructions: Interested parties who consider themselves qualified to provide Autologous Blood services are invited to submit a response to this Sources Sought Notice by 7-08-2025 at 12:00PM. All responses under this Sources Sought Notice must be emailed to darcy.gray2@va.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Interested parties should provide the information requested below as well as a capabilities statement that does not exceed 10 pages. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe PDF format.
Interested parties shall be register in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. Interested parties not registered in SAM will be ineligible to receive a government contract, should a solicitation be issued resulting from this Sources Sought.

DESCRIPTION OF SERVICES
Purpose:
The purpose of this Statement of Work (SOW) is to obtain Contractor support for Autologous Blood Services for the Surgical Care Clinical Center at the VA Maryland Health Care System (VAMHCS), Baltimore Campus.
Background:
Autologous Blood donation is the process of donating blood before surgery and receiving one s own blood during and after surgery. It is considered better and safer than receiving someone else's blood. Autotransfusion should be considered when it is anticipated that blood will be shed from a clean wound from which it can be retrieved at a rate permitting aspiration without undue hemolysis (the destruction of red blood cells which leads to the release of hemoglobin from within the red blood cells into the blood plasma).
Autotransfusion procedures include open-heart surgery, vascular surgery, total joint replacements, spine surgery, and selected neurosurgical procedures. The VAMHCS does all of these procedures, except open-heart surgery.
Autotransfusion may be medically indicated if the anticipated blood loss is greater than 20% of the patients estimated blood volume, blood routinely cross-matched for the procedure, greater than 10% of patients undergoing the procedure require transfusion, and the mean transfusion volume for the procedure exceeds one unit.
Scope of Work:
Perform autologous blood services when requested, to include Autotransfusion, Autologous Blood Component Therapy, Platelet Sequestration, and Platelet Gel.
Be available for all scheduled cases during which autologous blood services are requested.
Must have Joint Commission certification and/or accreditation.
