Description

This is a Sources Sought Synopsis. The intent of this synopsis is to identify sources for a construction project in Palau.



Design-Bid-Build P-1500 Palau Port and Harbor Improvements projects, Repairs, improves and extends the pile-supported Malakal Wharf, including reinforced concrete pavement, new north bulkhead wall with tiebacks, new east bulkhead walls with tiebacks, concrete apron, ground improvements, mooring bollards, appurtenances and temporary stabilization repairs of the existing bulkhead. Dredges the wharf berths to accommodate the Navy ships, along with high areas in the vicinity of the turning basin and approach. Dredges the entrance channel. The project includes proper disposal of dredged material. Replaces entrance channel range markers and replaces or relocates existing channel markers in the west passage. Provides aids to navigation in the harbor and along the west passage. Built-in equipment includes fenders.



Site preparation includes site demolition, existing mooring bollards, fenders, transformers, utility poled, fencing, pavement and removal of seabed debris. Site preparation also includes clearing, grubbing, excavation, as well as soil, asbestos and lead abatement. Site grading will be performed to tie-in the increased pier elevation to the existing site elevations. Paving and site improvements include asphalt pavement, concrete pavement, concrete stairs, reinforced concrete retaining walls, a pre-engineered guard shack, storm water improvements including valley gutters, storm drains, slotted trench drains, water quality units, a pre-engineered fire pump house, bollards, pre-engineered maintenance shed and a pre-engineered general-purpose warehouse.



NAVFAC Southwest will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement may be published in the Systems for Award Management (SAM) website should the Government intend to proceed with the procurement of this contract. The Government will evaluate responses based upon experience, financial capacity for projects of this magnitude and bonding capacity. Prospective offerors shall complete the attached form (Sources Sought Questionnaire) including the Experience Information Form. Offerors having the capability to perform this work are invited to submit responses to this questionnaire. There is no page limit associated with this submission. Responses are due no later that 2:00 PM on March 19, 2025. Documents may be submitted via email to: kenneth.d.redmond2.civ@us.navy.mil . Complete information must be submitted as the Government will not contact the offeror for clarification of information submitted. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will not be issued to any respondent.
