The 581st Software and Engineering Squadron (SWES) at Robins Air Force Base, Georgia requires the reverse engineering of a radio frequency target generator also known as modulation controller assembly. The modulation controller supports the Advanced Radar/Electronic Warfare Test Station (ARTS) which tests Line Replacement units (LRUs) for the AN/ALQ-161A B-1B aircraft. The modulation controller original equipment manufacturer is no longer producing new units or repairing old ones. The 581st SWES requires the reverse engineering of the original modulation controller to design, prototype, manufacture, test, and repair a suitable substitute. The contractor shall repair the substitute modulation controller after the warranty is over.
The contractor shall design and build a new modulation controller with Trade Agreement Act (TAA) compliant parts. The design and build of the modulation controller shall be based on the reverse engineering of the current modulation controller owned by 581st SWES. The new modulation controller shall have the same fit, form and function as the original modulation controller. The new modulation controller shall have the same software capabilities as the original modulation controller. The contractor shall create a prototype of the modulation controller and send to the Government for testing. The contractor shall be available while the Government runs testing on the modulation controller for technical assistance. The contractor shall rework or fix all issues during the testing period. The prototype shall pass the Government’s testing before the equipment is finalized.
Contractor needs to provide drivers, operator manuals, and programming manuals at minimum. Full source code and level 3 drawings are highly desired if possible. Contractor needs to be available during evaluation period for technical assistance.
