The Pennsylvania State Police (PSP), Bureau of Criminal Investigations (BCI) is issuing this Invitation for Bid (IFB) to procure mobile license plate reader systems. This is a no substitute solicitation.
Questions must be submitted in writing to RA-SPPSPBIDS@PA.gov no later than March 3, 2026 at 11:00 a.m. All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us The Reciprocal Limitations Requirements Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMartketplace website to view any change notices for this IFB. The change notices shall become incorporated as part of this bid. In order to submit a bid response, vendors must be registered. I-1. Statement of the Project.
The Pennsylvania State Police (PSP), Bureau of Criminal Investigation (BCI) is issuing this
Invitation for Bid (IFB) to procure a mobile License Plate Reader System. These systems
are not permanently installed in vehicles but will be installed and removed with each use.
These requirements and quantities are set forth in these specifications as for all related
products and services. This is a no substitute solicitation.

I-3. Warranty.
• 1-year parts and labor warranty with ongoing maintenance and support services for
the LPR system.
II-4. Manufacturer Authorization.
• If the offeror submitting a response to this IFB is not the original equipment
manufacturer (OEM) of the equipment being provided, the Offeror must submit a
Manufacturers Authorization Letter which clearly states the Offeror is authorized to
provide and install the OEM’s equipment. The Manufacturer Authorization Letter
must reference “IFB 6100065439 – PSP BCI License Plate Reader Systems”.
