The 513th ERHS Misawa Refuse Services Blanket Purchase Agreement (BPA), located in Misawa, Japan, plays a critical and enduring role in supporting the United States’ defense posture throughout the Indo-Pacific region. Misawa has long been recognized as a strategically vital location, and its infrastructure continues to evolve to meet the demands of modern-day readiness, operational excellence, and environmental compliance.
As part of this ongoing transformation, the provision of reliable municipal solid waste (MSW) collection services is not just a logistical necessity—it is a fundamental component of daily mission support. The designated service area encompasses a broad range of military facilities and support zones, each requiring seamless, uninterrupted refuse management to sustain cleanliness, health, and overall functional capacity.
To achieve these objectives, the selected contractor will be responsible for delivering a comprehensive waste management solution. This includes deploying properly trained personnel, operating specialized refuse vehicles, managing and maintaining appropriate containment systems such as dumpsters, and adhering to all safety protocols through the provision of personal protective equipment (PPE) and consistent supervision. All services must be executed in accordance with the rigorous operational timelines and expectations outlined in Appendix B of the BPA.
Effective waste removal directly contributes to a cleaner, safer, and more efficient base environment—one that reflects the high standards of the Department of Defense and reinforces mission readiness. As Misawa continues to adapt and grow within the broader framework of regional defense strategy, dependable refuse services remain a seemingly small yet undeniably essential pillar of its long-term sustainability and operational strength.

The information received from this RFI is for planning purposes only and will assist the Government in acquisition strategy planning.
