This is a Notice of Intent to award a sole source procurement and is not a request for quotations (RFQ). A solicitation will not be issued, and quotes will not be accepted.

This acquisition is for the purchase of two (2) Philips Expression MR400 Patient Care Monitoring Systems required by the Department of Perioperative Medicine at the NIH Clinical Center. These systems are used for patient monitoring in MRI environments, primarily during anesthesia care provided to research participants.
The current MRI-compatible monitors, procured in 2016, have exceeded their estimated service life and are experiencing increasing reliability issues. Additionally, they are no longer compatible with upgraded monitoring systems used elsewhere in the Clinical Center, making replacement necessary.
Justification for Sole Source
The replacement monitors must be MRI-compatible and fully interoperable with the existing fleet of Philips Expression MR400 monitors to ensure continuity across:
Alliant Healthcare LLC is the authorized reseller of Philips North America LLC and the only known vendor that can supply the required monitors with all necessary specifications. Critical requirements include:
Due to the proprietary nature of the equipment and NIH’s standardized infrastructure, using another product or vendor would create compatibility, support, and training issues, increasing cost and complexity.

Acquisition Authority
This acquisition is conducted under the authority of FAR 13.106-1(b)(1) – Soliciting from a Single Source under Simplified Acquisition Procedures. It is exempt from the competition requirements of FAR Part 6.
