The Army Contracting Command-Detroit Arsenal (ACC-DTA), Ml intends to award a sole source, firm-fixed price contract for the procurement of commercial licenses for three (3) Hybrid Ill Anthropomorphic Test Device (ATD) finite element models for LS-DYNA compute solver, to perform virtual occupant safety assessment and studies. An award will be issued for the following:

Item 1: Qty 1, CAE-HH35D

Item 2: Qty 1, CAE-HH350D

Item 3: Qty 1, CEA-HH395D

a. one (1) Hybrid 11150th Male FE Model, for a term of 12 months, to expire on 13 July 2026

b. one (1) Hybrid Ill 5th Female FE Model, for a term of 12 months, to expire on 13 July 2026

c. one (1) Hybrid Ill 95th Male FE Model, for a term of 12 months, to expire on 13 July 2026

Period of Performance: This acquisition will include one (1) 12-month base year and two (2) 12-month option years

Base: 14 July 2025 to 13 July 2026.

Option Year 1: 14 July 2026 to 13 July 2027.

Option Year 2: 14 July 2027 to 13 July 2028.

Quotations were requested and only an RFQ on CHESS IT Mart was issued on 5/6/25 in accordance with AFARS 9-4 Computer Hardware, Enterprise Software and Solutions (CHESS).

CHESS is the mandatory source for all purchases of commercial-off-the-shelf software, desktops, notebook computers, video teleconferencing equipment, and other commercial Information Technology (IT) equipment (e.g., routers, servers, peripherals, regardless of dollar value). CHESS is the mandatory source for all Army IT purchases, except for the Air National Guard, which is exempt from the CHESS requirement and must purchase IT through Air Force Advantage / GSA-2GIT to retain IT compatibility. Per AFARS 5108.7403, before procuring commercial software outside of the CHESS contracts, the contracting officer or contract ordering official CH must ensure that the requiring activity obtains a waiver. Any IT hardware or software purchase made outside of CHESS requires a Statement of Non-availability (SoNA). See AFARS 5139.101-90(a) and AR 25-1.

A SoNA was received and hence, this notice of sole source award to the manufacturer is posted to satisfy the procurement of this software.

Unless evidence is produced otherwise by an authorized reseller of maufacturers software, this procurement will be awarded without discussions as a sole source award to Humanetics Innovative Solutions.

The statutory authority permitting other than full and open competition is: -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and Title 41 U.S.C., as implemented in FAR 13.106-l{b){l), "Soliciting from a Single Source."
