PUBLIC NOTICE OF SOLE-SOURCE PROCUREMENT
Notice is hereby given that the City of Albany intends to enter into a sole-source contract in
accordance with OAR 137-047-0275 with Code Four Labs Corp for the procurement of an
artificial intelligence-assisted law enforcement report writing and public safety
documentation solution for the Albany Police Department. The estimated contract amount
is approximately $33,000 per year.
The City conducted market research, including internet searches, vendor and product
research, demonstrations, technical information, industry sources, and comparisons of
commercially available AI-assisted law enforcement report-writing platforms. The
research confirmed that AI-assisted report writing is an emerging and competitive market,
with multiple products offering various transcription and report-generation capabilities.
However, the City did not identify another available product that could provide the
complete combination of functionality, multi-source evidence analysis, security, public
safety workflow, source verification, and compatibility required by the Department.
Based on the market research conducted, Code Four Labs is the only identified source that
demonstrated the complete combination of capabilities required by the Department,
including analysis of multiple forms of incident information such as audio, video,
transcripts, metadata, dispatch information, officer notes, and photographs; generation of
comprehensive, law enforcement-specific reports; source verification; officer review and
approval; and compatibility with the Department's operational requirements. While other
commercially available products offer certain AI-assisted report-writing capabilities, none
demonstrated an equivalent combination of functionality to meet the Department's
complete requirements. Accordingly, Code Four Labs is determined to be the only known
source capable of providing the required AI-assisted law enforcement report-writing and
public safety documentation solution. This determination does not constitute a finding
that Code Four Labs is the only company offering AI-assisted police report writing, but
rather that it is the only identified source that meets the Department's complete
requirements for the requested goods and services.
For these reasons, the procurement supports the conclusion, pursuant to ORS
279B.075(2)(d), that the goods and services are available from only one source. The
procurement represents the best value and is in the City's best interest.
The purpose of this notice is to provide information to the public and to invite interested
persons an opportunity to submit written comment within seven days of the date of this
public notice. The protest shall provide a detailed statement of the legal and factual

grounds for the protest, a description of the resulting harm to the Affected Person, and the
relief requested.
Written protests must be delivered to the Finance Department of the City of Albany no later
than 5:00 p.m., Wednesday, September 9, 2026. Written protests received after the closing
date and time are late and will not be considered. Protests must be submitted by email to
procurement@albanyoregon.gov.
This notice is given in accordance with provisions of the Albany Municipal Code,
Section 2.66.140; Oregon Revised Statutes, 279B.075; and Oregon Administrative
Rules, 137-047-0275.
