The City of Pinole is issuing this request for proposals (RFPs) to solicit proposals from qualified firms to conduct a comprehensive user fee study and prepare a cost allocation plan with the goal of full recovery of actuals costs incurred for fee-related services. See the attached RFP for details.

Background

The City of Pinole is a diverse community of approximately 18,300 residents located on the east side of the San Francisco Bay in West Contra Costa County. Pinole is approximately 30 miles northeast of San Francisco and 20 miles north of Oakland along highway I-80. Pinole has a lovely natural setting and is noted for its architectural heritage.

Pinole is a full-service city, with a total budget of $94.9 million, that provides police and contracted fire services, public works, community services including recreation programs, community development, and general administration services.

Under the City’s strategy of a “Financially Stable Pinole,” the City periodically conducts a comprehensive fee study to ensure cost recovery of current and potential service fees. The last study was completed in June 2022 and updated fees based on the results of the study were implemented in September 2022. Each subsequent fiscal year, the City increased most fees by the annual change in the Consumer Price Index.

The current Master Fee Schedule includes user fees for the following departmental services: code enforcement; development services; engineering; fire; planning; police; recreation; wastewater/sewer; and general administration. The City’s user fee structure is guided by its Revenue Policy – User Fees and Charges (page 5).
