Summary

Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic bid is being issued to establish a contract with a qualified proposer who will provide Wilderness Trail Construction Project to the City of Port St. Lucie (hereinafter, “City”) as further described in this bid.

The City of Port St. Lucie is seeking a qualified contractor to construct the Wilderness Trail—an approximately 2.1-mile multi-use trail within the 85-acre Wilderness Park, located at 2701 SE Westmoreland Blvd. The project aims to provide a safe, scenic, and ADA-accessible route for pedestrians and cyclists, connecting park features and enhancing public access to nature. The trail is part of a larger citywide effort to expand recreational infrastructure and promote healthy, active lifestyles.

Background

The Wilderness Trail ranked as the top priority in the City’s Multi-Modal and Sidewalk Master Plans, and it is directly aligned with both the City’s Strategic Plan and Parks & Recreation Master Plan. Walking and hiking trails have consistently been identified as the most highly desired recreational amenity by residents. This particular trail is designed to offer a high-quality, accessible recreational experience, connecting important features throughout the Port District while maintaining and showcasing the natural environment.

The goal is to deliver a destination trail that successfully balances functionality, durability, and aesthetics, and that will continue to serve the needs of the community well into the future.

This project is being funded in part through an RTP (Recreational Trails Program) grant, which currently has a construction completion deadline. We are in the process of amending the grant to extend that deadline to December 24, 2026, which would allow additional time for completion while keeping the project in compliance with funding requirements.
