RFQ/RFP: 1839 - Full-Service operations, maintenance, and management of the City
transfer station located at 755 Oronoque Road, Milford, Connecticut, and three (3)
additional essential services.

Can you please provide the current Vendor and their current rates for each of the items
listed in the RFP #1839 that is due June 25, 2026?
Option 1. City of Milford Public Works. Please see City of Milford Budget Public
Works.
Option 2. Micko's Construction. Rate $367.72 per Trailer.
Option 3. City of Milford Public Works. Please see City of Milford Budget Public
Works.
Option 4. Variety of Haulers. Rates N/A
1. In option 2 of RFP #1839 is the city or the contractor responsible for the payment
of the disposal going to Wheelabrator under the current contract? Is this a
transferrable rate?
Yes, the rate is transferrable. City would continue to pay disposal fees.
2. In option 3 & 4 of RFP #1839 does the disposal of the MSW have to go to the
Wheelabrator facility? If yes, is the city or the contractor responsible for the
payment of disposal? Is this a transferrable rate?
If the vendor can get a better rate, then that can be addressed and the City of
Milford will look to remove itself from the current consortium contract.
3. What is the current disposal rate under the agreement with the Wheelabrator
facility?
$88.68/ton
4. Who is the current incumbent contractor for each of the four (4) options?

all (4) options?

In reference to the RFP #1839 Option 3 Collection of curbside MSW and Recycling, I
don't see a start date. Can you please clarify when the contract would begin.
Start date to be discussed with winning bidder.
Also Exhibit E City's Rolling Stock Inventory is blank. Can we have a list of the City's
inventory.

Can you forward this question as well. This is from the RFP page 88: option 3 city
buildings:
Does this mean 4 total lifts for the week, or 2 total? I'm assuming it means 2 total. Can
we get this clarified please? Thank you
4 total lifts for the week. Schools, Police Station, Parsons, Library, Egan Center, FD
Headquarters, etc that show frequency of pickups at 2 mean we collect their trash
twice and recycling would be collected twice.

There is a problem with this Bond Specification for the Transfer Station Bid. The City is
asking for a 5 year warranty Bond
after the Contract expires so even if a Contractor that was operating the Transfer Station
is no longer Operating it they need
to carry a Bond while some other Company is operating the Transfer Station please read
the explanation from my Bond
Surety Company below. A 1 year annual renewal for a Bond would work a whole lot
better for everybody.
Per this Addendum 4, the bond requirement is reduced to a one-year guarantee
period.
There is no bid form for pricing? Also are the totes and rear load containers supplied by
the City of Milford?
All trash and recycling carts (totes) and rear-load dumpsters will be supplied by the
City.
Residential carts are purchased through the Department of Public Works for new
homes and replacement needs. Routine replacement of lids, wheels, axles, and wheel
caps is provided at no cost to residents and is performed by Public Works upon
request.
If a cart is damaged during collection operations, the successful bidder will be
responsible for replacing the cart at their expense. If a cart is damaged due to causes
unrelated to collection activities, the homeowner will be responsible for purchasing
a replacement cart.
The current replacement cost for both trash and recycling carts is $90 per cart.
What are the estimated start dates for service under each option?

Please provide clarity as to the number of curbside households (excluding condos and
mobile homes).
Is it approximately 15,000?
Does each home have a trash and recycling receptacles Or, 30,000 totes total?
Correct each home has approximately 1 trash toter and 1 recycle toter.

For example:
Is one week's schedule, 15,000 trash, 15,000 recycle, then the following week only
15,000 trash because the recycling is every other week?
For one week's schedule you would collect 15,000 trash toters and 7,500 recycle
toters.
How many trucks are currently used on heavy week? From the rolling stock schedule,
which ones are used the most on average for heavy week?
Currently being used weekly for trash are 4 automated trucks, 1 rear loader, 1
micro rear loader. For recycling 1 automated truck and 2 rear loaders.
We consistently use the same number of trucks each week unless there are
mechanical uses with automated trucks.
How many trucks are currently used on light week? From the rolling stock schedule,
which ones are used the most on average for light week?
We consistently use the same number of trucks each week unless there are
mechanical uses with automated trucks.
Why is the Curbside trash collection dumped at the transfer station and not dumped direct
to Wheelabrator, Bridgeport? CAN DUMPING DIRECT BE AN OPTION?
You can dump direct at Wheelabrator. It was dump direct at one time however we
changed our methods due to highway driving.
Is weekly recycling an option?
At this current time weekly recycling is not an option.
If residential toters need replacement, for any reason, does the Town pay for
replacements?
If so, are there replacements in inventory?

Is it the hauler's responsibility to remove the old equipment and deliver the new
equipment?
City would maintain control over disbursement of totes.
How many is each household allowed to have and what size?
We collect 1, 2, and 3 family households. You are allowed to have 1 trash toter and 1
recycle toter per household. We use the accessors office and that their house is listed
at for reference when speaking to residents.
Is there a rule that all materials MUST be inside the toter(s)?
All material must be in toter other than holidays. Where we do accept bagged MSW
to be outside and still collect.
Is Yard leaf collection once or twice per year?
Yard leaf collection is one a year in the late fall. However, collection of yard debris
is apart of bulk collection that happens twice a year.
For tonnages of Bulk, Residential MSW and Recyclables:
Can you separate the tonnages by quantities brought to the transfer by residents vs
tonnage picked up at the curb by service vehicles?
N/A
Does the hauler have to replace the current rearload containers and toters owned by the
City?
If so, would the hauler maintain ownership of these containers at the contract's end?
The hauler would use City owned rear loading dumpsters. If there was damaged to
container due to contractor then the contractor would need to replace. If there were
replacements needed due to wear City would replace.
Is there an option to change these to front load for automation at the haulers cost?
Yes.

If changed to front load would the hauler maintain ownership of these containers at the
contract's end?
Yes.
Please provide list of "public and park" barrels/toters with frequencies and quantities.

Municipal locations- Should the contact end with the successful bidder, would all the
containers, toters that the hauler provided become the property of the City of Milford?
All totes would remain City property. Dumpsters would remain City property
unless winning bidder has prior agreement.
Option#4
When is the anticipated timeline to transition all associations to a City-administered
collection program?
That would be worked out between winning bidder and association.
If this program moves forward when does each association begin this model? Would they
begin when their current hauler's service agreements end?
That would be worked out between winning bidder and association.
Should the contract end with the successful bidder, would all the containers, toters, bins,
etc that the hauler provided become the property of the City of Milford?
That would be worked out between winning bidder and association.
Will the hauler's vehicles be allowed to park overnight in a designated/secured site in the
town?
No.

1. Has the City of Milford renewed its agreement with The Wheelabrator Facility?
No renewal.
2. If not yet renewed, what is the status and the rate of The Wheelabrator Facility
agreement?
$88.68 per ton is rate.
3. What is the anticipated lead time of award date and start date
To be discussed.
1. How many calendar days is the expectation of the contractor to provide collection
of yard waste?
Yard waste collection is a part of Bulk Collection. Bulk Collection is expected to be
collected in 4 weeks. 1 week per each day of collection days.
2. How many calendar days is the expectation of the contractor to provide collection
of leaves?
The expectation is 5 weeks starting before or near Thanksgiving and going until the
last week in December. Completing 2 laps of the City.
3. Assuming the city pays for disposal, the RFP pg. 92-A-3, leaves the primary
disposal at 755 Oronoque Road. In the event of a disposal change by the city, will
this be open to a good faith negotiation to account for increased operating costs
due to extra time to the designated site? (ex: The Wheelabrator Facility in
Bridgeport has been known to have 2-3 hour wait times.)
No. The negotiated price of the contract is the price.
4. Pg.77-U What does the city consider a capital infrastructure item?
Per Finance Department any expense over $5,000.
5. Would a tip floor repair be deemed a capital expense covered by the city?
Responsibility of contractor.
6. Is the household collection individually billed or summary billed?

Residents receive collection as a part of the their taxes. Per City Ordinance 1 family,
2 family and 3 family.
ADDITIONAL CHANGES:
The number of required references on FORM B is decreased to one (1).
The years of experience is decreased to five (5) years.
All else remains the same.
