    This Addendum shall become and form a part of:
    Request for Qualifications # RFQL 2026-0121
    Architects and Engineering
    TO ALL VENDORS This Addendum, including all articles and corrections listed
    below, shall become a part of the original Request for Qualifications (“RFQL”)
    package and shall be taken into account in preparing your proposal response.
    The above-numbered solicitation is amended as set forth below. Vendors must
    acknowledge receipt of this addendum by signing and completing Addenda
    Acknowledgement Form. The Addenda Acknowledgement Form must be
    submitted with the Firm’s response to this RFQL. Failure to include the Form in
    the proposal response may subject your firm to disqualification.
    In order to ensure that all firms are given an equal opportunity to submit a
    competitive response, the following are responses to questions and/or requests for
    clarification concerning RFQL 2026-0121.

    Architects and Engineering
    *Written Responses from Atlanta Housing to the questions received from
    interested respondents via the Q&A board associated with the solicitation
    event. All other terms, conditions, and specifications in the original solicitation
    remain unchanged:
    Item #10 requests a "List of SBE firms that Respondents may solicit for
    subcontracting opportunities." If we already have a group of subcontractors
    on our team, should this list be a plan of action to add subs to our team for a
    particular task order/scope of work?
    AH Response:
    Item #10 specifically refers to firms that fit the SBE categorization. If you have
    assembled a group of subcontractors for your response, please identify those
    subcontractors that qualify as SBE firms. If you do not include SBEs on your
    team, you may also list SBE firms that you could add to supplement your team
    should the need arise on a future task order.
    In this list of information to provide for previous project experience under
    submittals section #2, item k. requests a "List of MBE/WBE/SBE firms that
    Respondents may solicit for subcontracting opportunities" Since this is for
    previous project experience, would you simply like a list of the team members
    on the project and their MBE/WBE/SBE status?
    AH Response:
    Yes, that is acceptable. Also see 3.1.2(l) regarding MBE/WBE/SBE joint
    venturing.

    Should we include resumes of Key Personnel in Uploads 3 and 4 as stated in
    the portal? We're assuming we should include Resumes in "Key Personnel"
    and our 5 project examples in "Project Experience" as stated in the RFQ. Is
    that correct?
    AH Response:
    Yes. Respondents should upload information in the section corresponding to
    the applicable Evaluation Factor. Resumes for proposed key personnel should
    be submitted under Evaluation Factor C – Qualifications of Key Personnel,
    and project examples should be submitted under Evaluation Factor D –
    Project Experience.
    Respondents should provide all information necessary to address the
    applicable evaluation criteria and the submittal requirements identified in
    Section 3.1 of the RFQL.
    As outlined in this RFQL, selected respondents from this RFQL, will then
    have the opportunity to respond to a specific Task Order Request for a
    particular project/scope of work. It also appears that Task Order would
    contain a price and technical proposal (which would include hourly rates,
    expenses, breakdown of all costs, etc.). However, it was mentioned by AH
    during the pre-proposal conference for this RFQL, that we should include our
    rates in this RFQL response. If this is correct, please specify where our rates
    should be included in this RFQL response, and what exactly they should
    contain (hourly rate, expenses, breakdown of all costs, etc.).
    AH Response:
    Hourly rates should be included in the RFQL so that they can be
    implemented at the Task Order stage.
    What types of supplemental staff would the AH need of the A/E team?
    AH Response:
    The A/E bench is established and exists using the framework of a conventional
    client-contractor relationship. However, there may be a need, though rare, for

    Atlanta Housing to request temporary in-house support for internal staff
    engaged in a specific task. While on-retainer services will be determined on a
    case-by-case basis, it could include any service listed in Section 1.2.
    Is a hazardous material consultant required on the A/E team?
    AH Response:
    The ideal composition of an A/E team is contingent on the requested scope of
    work in a future task order. This may include hazardous materials consulting
    services. While it is up to each proposer to put forth the most complete team to
    address the range of potential services listed in Section 1.2, it is not mandatory.
    Proposers may choose to supplement their team in the future to respond to the
    unique circumstances of a task order. In that scenario, proposers must submit
    qualifications for any additional team members not represented in response to
    this solicitation. See Section 3.2.
    Will AH be contracting with a CM or Owner’s Representative on any of the
    anticipated projects/task orders?
    AH Response:
    Atlanta Housing may utilize Construction Managers, Owner's Representatives,
    development partners, contractors, or other project-specific consultants as
    determined by the needs of a particular project. The composition of the project
    team and the contractual relationships among participants will be identified at
    the Task Order stage. Respondents should assume they may be required to
    coordinate with AH staff, contractors, developers, Owner's Representatives,
    Construction Managers, and other consultants as applicable.
    Can AH confirm whether there are page limits, file size limits, required
    tabs/sections, naming conventions, or preferred organization for the RFQL
    response within the Business Management Portal?

    AH Response:
    Atlanta Housing does not identify any page limits, file size restrictions, required
    naming conventions, or prescribed organizational format within the RFQL.
    Respondents are responsible for providing all information required under
    Sections 3 and 4 and addressing the Evaluation Factors identified in the
    solicitation. Respondents are encouraged to organize their submissions in a
    clear and logical manner to facilitate review and evaluation.
    Section 3.1 requests both a list of MBE/WBE/SBE firms and a narrative
    regarding MBE/WBE/SBE participation, and later separately requests a list
    and narrative for SBE firms. Can AH confirm whether a single coordinated
    subcontracting/utilization narrative and proposed consultant list may satisfy
    these requirements?
    AH Response:
    Yes. Respondents may submit a consolidated narrative and
    consultant/subcontractor list provided the submission clearly addresses all
    information requested regarding MBE, WBE, and SBE participation, as well
    as SBE-specific participation. The response should identify proposed firms
    and describe historical or future efforts related to joint venturing, mentoring,
    subcontracting, and supplier inclusion.
    For forms such as the Section 3 Hires Tracking Form and related Section 3
    documentation, should respondents complete these based on current company
    information and anticipated approach, or may respondents provide a general
    Section 3 compliance plan with project-specific details to be completed at the
    Task Order stage?
    AH Response:
    Respondents should complete and submit the required Section 3 forms
    identified in Section 3.3. In addition, respondents may provide a general
    Section 3 Action Plan describing their anticipated approach to compliance,
    training, employment opportunities, business utilization, and outreach efforts.
