PROPOSAL INSTRUCTIONS
Receipt and Opening of Proposals:
All proposals must be received on or before 10:00am Wednesday, September 23, 2026.
All proposals must be delivered to Haley Greene, Midland County Procurement &
Contract Administrator, 3rd Floor, Finance Department, Midland County Services Building,
220 West Ellsworth Street, Midland MI 48640-5194. It will be the responsibility of the
vendor/bidder that the bid submitted is received in a timely and proper manner. All
proposals will be publicly opened on Wednesday, September 23, 2026 at 10:15am in
the Third Floor Conference Room at the address listed above. Mandatory site visit on
Wednesday, September 16, 2026 at 9:00am is required before bid can be submitted.
Submission of Proposals:
(cid:153) Bid proposals must be submitted in a sealed and clearly marked envelope with the
name and address of vendor/bidder, date and hour of opening and name of project
on the envelope.
(cid:153) Any proposal received after the advertised deadline shall be made ineligible for this
bid. This applies to bids sent by mail as well as those delivered.
(cid:153) Any vendor/bidder may withdraw his bid by written request at any time prior to the
advertised time for opening.
(cid:153) Telegraphic and email proposals are not acceptable and telephone, telegraphic
and electronic amendments or withdraws will not be accepted under any
circumstances.
(cid:153) Negligence on the part of the bidder/vendor in preparing the proposal confers no
rights for withdraw of the bid after it has been opened.
(cid:153) Proposals received prior to the deadline will be securely kept unopened. No
responsibility will attach to an officer or person for the premature opening of a
proposal not properly addressed and identified.
(cid:153) There may be one or more amendments to this Request for Proposal. These
amendments will be posted on the Midland County website at
midlandcountymi.gov. It will be the responsibility of the vendor to check for these
amendments.

Contents of Bid Package:
(cid:153) Proposals must be submitted on printed forms furnished by Midland County.
Voluntary alternatives or additional product information may be attached to the bid
form if necessary.
(cid:153) Please include one (1) original and four (4) copies of your bid proposal.
(cid:153) Proposals must contain bidder's complete name, address, telephone, email
address, and facsimile numbers. The proposals must be signed in ink and stated
by an authorized representative of your company.
(cid:153) All questions on the bid response questionnaire must be answered in detail.
(cid:153) All erasures or corrections to pricing information must be initialed in ink.
Incurred Costs/Disclaimer:
(cid:153) The County of Midland will not be liable in any way for any costs incurred by
respondents in replying to this proposal request. The County of Midland does not
guarantee an award of this project as a result of this Request for Proposal.
Award:
(cid:153) Midland County may make award to the responsible submitter whose proposal is
the most advantageous to the County of Midland based upon the
recommendations of staff and/or representatives reviewing the proposal.
Taxes:
(cid:153) The County of Midland is exempt from Federal Excise and Michigan State Sales
Taxes by law and such taxes shall not be included in bid prices. The County will
provide documentation of exemption upon request.
Owner's Rights:
(cid:153) The County of Midland reserves the right:
o To waive minor technical deficiencies and irregularities, or both in the
requests for proposals, the process of requesting or receiving the proposals,
or the proposals received from submitters.
o To request clarification of all or any portion of a proposal from any or all of
the submittals received in response to a request for qualification or proposal,
or both, from any or all of the submitters.
o To accept or reject any or all proposals as determined by the County, in its
sole discretion, for any reason including but not limited to the rejection and
disqualification from consideration any or all submissions that the County
may, in its sole discretion, deem inaccurate, misleading, exaggerated or
unresponsive to the information requested.
o To accept the firm that, in its sole judgment, meet the needs of the County,
and best serve its overall interests.

Insurance Requirements:
The contractor, and any and all of their subcontractors, shall not commence work under this
contract until they have obtained the insurance required under this paragraph. All coverage
shall be with insurance companies licensed and admitted to do business in the State of
Michigan. All coverage's shall be with insurance carriers acceptable to County of Midland.
The limits required below do not limit the liability of the Contractor. All deductibles and SIRs
are the responsibility of the Contractor.
1. Workers' Compensation Insurance: The Contractor shall procure and maintain
during the life of this contract, Workers' Compensation Insurance, including Employers'
Liability Coverage, in accordance with all applicable statutes of the State of Michigan.
2. Commercial General Liability Insurance: The Contractor shall procure and
maintain during the life of this contract, Commercial General Liability Insurance on an
"Occurrence Basis" with limits of liability not less than $1,000,000 per occurrence and
aggregate. Coverage shall include the following extensions: (A) Contractual Liability; (B)
Products and Completed Operations; (C) Independent Contractors Coverage; (D) Broad
Form General Liability Extensions or equivalent, if not already included; (E) Deletion of all
Explosion, Collapse, and Underground (XCU) Exclusions, if applicable.
3. Motor Vehicle Liability: The Contractor shall procure and maintain during the life
of this contract Motor Vehicle Liability Insurance, including Michigan No-Fault Coverages,
with limits of liability not less than $1,000,000 per occurrence combined single limit for
Bodily Injury, and Property Damage. Coverage shall include all owned vehicles, all non-
owned vehicles, and all hired vehicles.
4. Additional Insured: Commercial General Liability and Motor Vehicle Liability, as
described above, shall include an endorsement stating that the following shall be
Additional Insureds: The County of Midland, all elected and appointed officials, all
employees and volunteers, all boards, commissions, and/or authorities and board
members, including employees and volunteers thereof. It is understood and agreed by
naming the County of Midland as additional insured, coverage afforded is considered to be
primary and any other insurance the County of Midland may have in effect shall be
considered secondary and/or excess.
5. Cancellation Notice: Workers' Compensation Insurance, Commercial General
Liability Insurance, and Motor Vehicle Liability Insurance, as described above, shall include
an endorsement stating the following: "It is understood and agreed that Thirty (30) days,
Ten (10) days for non-payment of premium, Advance Written Notice of Cancellation, Non-
Renewal, Reduction, and/or Material Change shall be sent to: (Ms. Bridgette M. Gransden,
County of Midland, 220 West Ellsworth Street, Midland, MI 48640-5194).

6. Proof of Insurance Coverage: The Contractor shall provide the County of Midland
at the time that the contracts are returned by him/her for execution, certificates and policies
as listed below:
a. Two (2) copies of Certificate of Insurance for Workers' Compensation
Insurance;
b. Two (2) copies of Certificate of Insurance for Commercial General Liability
Insurance;
c. Two (2) copies of Certificate of Insurance for Vehicle Liability Insurance;
d. Original Policy, or original Binder pending issuance of policy, for Owners' &
Contractors' Protective Liability Insurance.
e. If so requested, Certified Copies of all policies mentioned above will be
furnished.
7. If any of the above coverage's expire during the term of this contract, the Contractor
shall deliver renewal certificates and/or policies to County of Midland at least ten (10) days
prior to the expiration date.
Hold Harmless Clause:
Company shall indemnify and hold harmless Midland County (County), its commissioners,
officials, employees and agents or others working on behalf of the County, and its
partners, directors, agents, employees, as the case may be (Indemnitee), against any
losses, claims, damages, or liabilities to any such person in connection with any matter
referred to in this Agreement, including without limitation the performance of the services
that are the subject of this Agreement, except to the extent that any such loss, claim,
damages, or liability are finally judicially determined to have resulted from the gross
negligence, bad faith, willful misfeasance, or reckless disregard by Indemnitee of its
obligations or duties.

SECTION 22 0001
GENERAL PLUMBING REQUIREMENTS
PART 1 GENERAL
1.01 DESCRIPTION OF WORK
A. This Division includes all labor, materials, equipment, tools, supervision, start-up services,
Owner training, etc., including all incidental and related items, necessary to complete installation
and successfully test and start up and operate the Plumbing systems indicated on the drawings,
AND as described in each Section of Division 220000 Specifications, AND applicable Division
230000 Specifications.
B. All drawings and General Provisions of the Contract, including the General Conditions,
Supplementary General Conditions, and Division 1 specification sections, apply to work of all
Division 22 sections. The items in this section are not intended to supersede, but are
supplementary to, the requirements set forth in other Divisions of the specifications.
C. The Division 220000 Plumbing Contractor(P.C.), and theirSubcontractors and Suppliers, shall
include in theirbid all materials, labor, and equipment involved, in accordance with all local
customs, codes, rules, regulations; and secure compliance of all parts of the Specifications and
Drawings regardless of Sectional inclusion in these Specifications.
D. The Contractorshall be responsible for the complete and satisfactory accomplishment of all
Work inclusive of whatever miscellaneous material and/or appurtenances are required to perfect
the installation, and demonstrate that all plumbingsystems will operate satisfactorily under
normal operating conditions.
1.02 DRAWINGS& SPECIFICATIONS
A. The drawings are diagrammatic and show the general location and arrangement of equipment,
piping and related items. They shall be followed as closely as elements of the construction will
permit. The Contractor shall provide/install all plumbing systems, and associated equipment,
complete and include all necessary offsets, fittings, and other components required due to
interferences, space constraints, code requirements, etc. as required to provide a
complete/functional system.
B. The general plumbing requirements are intended to augment the drawings and specifications.
Should conflicts occur between the drawings and the specifications, the strictest provision shall
govern. Where there are conflicts or differences between the drawings for the various trades,
report such conflicts or differences to the ENGINEER for resolutionprior to rough-in.
C. The Contractorshall examine the drawings of all other trades in order to verify the conditions
governing the work on the job siteand arrange their work accordingly, providing all piping,
fittings, traps, valves and accessories as may be required to meet such conditions.
D. Deviations from the drawings, with the exception of minor changes in routing and other such
incidental changes that do not affect the functioning or serviceability of the systems, shall not be
made without the written approval of the ENGINEER.
E. The architectural and structural drawings take precedence in all matters pertaining to the building
structure; plumbing drawings in all matters pertaining to plumbing trades; Mechanical drawings
in all matters pertaining to mechanical trades; and electrical drawings in all matters pertaining to
electrical trades. Where there are conflicts or differences between the drawings for the various
trades, report such conflicts or differences to the ENGINEER for resolution prior to rough-in.
1.03 COORDINATION OF WORK
A. The Contractorand his Subcontractors shall be responsible for all tasks applicable to their work

in accordance with the Specifications, Drawings, and code requirements, and shall be
responsible for coordinating locations and arrangements of their work to give best results with all
other relevant trades.
1. Coordinate all wall, roof, floor penetrations, equipment pads, etc. with architectural and
structural trades.
2. Verify requirements of all equipment with shop drawing submittals prior to installation - notify
Architect/Engineer of any conflicts between shop drawings and plansprior to rough-in.
3. Verify clearance requirements of all mechanical, electrical, plumbingequipment/systems
prior to the installation of any new work. Plumbing equipment, piping, systems, etc. shall
not interfere with electrical equipment spaces. Electrical conduit and equipment clearances
shall not interfere with mechanical/plumbingequipmentspaces.
1.04 INSPECTION OF SITE AND PROJECT DOCUMENTATION
A. The CONTRACTOR shall visit the site and examine/verify the conditions under which the work
must be conducted before submitting proposal. Examine the drawings and specifications of all
other trades including Mechanical, Architectural, Structural and Electrical.
B. The CONTRACTOR shall notify the ENGINEER, prior to submitting theirbid via Request For
Information (RFI), of any potential problems that he has identified during his inspection of the site
or from the review of plans/specifications. RFIs must be submitted at least 5 working days prior
to bid due/opening.
1.05 GENERAL SUPPORT REQUIREMENTS
A. Provide all necessary angle/brackets, hangers, or supplementary supporting steel as required
for adequate support for all piping, ductwork, and equipment. Secure approval from Architect
and/or Structural Engineer, in writing, before welding or bolting to steel framing or anchoring to
concrete structure, or cutting/coring thru structural systems
B. Install plumbing and mechanical piping systems with adequate anchors, guides, expansion
loops, etc. as required to provide for piping expansion/contraction.
1.06 GUARANTEE
A. CONTRACTOR shall guarantee that all labor, materials, and equipment are free from defects
and agrees to replace or repair any part of this installation which becomes defective within a
period of one year from the date of substantial completion following final acceptance.
Acceptance date of substantial completion shall be as determined by the ENGINEER.
B. The CONTRACTOR shall file with the OWNER any and all guarantees from the equipment
manufacturers including the operating conditions and performance capacities they are based on.
1.07 CODES, PERMITS AND FEES
A. Refer to Division 1, General Conditions and Supplementary Conditions, AND to any of Owner's
General Requirements/Conditions.
B. Unless otherwise indicated, all required permits, plan reviews, licenses, inspections, approvals
and fees for plumbing work shall be submitted for plan review, and secured & paid for by the
CONTRACTOR, and/or their Sub-Contractors.
C. All work shall be executed in accordance with the latest enforceable rules and regulations set
forth in local and state codes.
1. Mechanical and Plumbing systems shall be installed per current jurisdictional codes
(Michigan Mechanical Code, Michigan Plumbing Code, International Fuel Gas Code, etc.),
current NFPA codes (NFPA 101, NPFA 90, etc.), and applicable sections of the Michigan
Building Code.
D. In the event that the plans and specifications conflict with any rules, regulations, or codes
