1.0 PURPOSEANDBACKGROUND
ThepurposeofthisInvitationforBids(IFB)istoseek competitivebidsfromqualifiedvendorstofurnishanddeliver
2026 Type 2 Ambulance for Richmond Community College in accordance with the terms and conditions and
specificationsprovidedhere.
TheintentofthissolicitationistoawardaVendorfromwhichtopurchaseanewTypeIIAmbulance.
It is a critical part of an EMS Program. The ambulance essentially serves as the office for a paramedic. It houses all the
suppliesneededforalmosteverymedicalcallimaginableinanemergency.Studentsneedexposuretoanambulanceearly
ontoensuretheyknowhowtoproperlyconductdailyinspections,andtheymustalsolearnhowtodriveone.AnAmbulance
is large, and the driver must learn to use mirrors, cameras,lightsandradiosallwhiletryingtoensuretheyaregettingtheir
patienttothehospitalasquicklyaspossible.Learningtonavigateoneofthesecanbechallenging.Weneed anambulance
togiveourstudentstheskillsneededtobesuccessfulintheruralareasofNC.

2.0 GENERALINFORMATION
2.1 INVITATIONFORBIDDOCUMENT
TheIFBiscomprisedofthebaseIFBdocument,anyattachments,andanyaddendareleasedbeforeContractaward,
whichareincorporatedhereinbyreference.

2.3NOTICETOVENDORSREGARDINGIFBTERMSANDCONDITIONS
It shall be the Vendor's responsibility to read the Instructions to Vendors, the North Carolina General Terms and
Conditions,allrelevantexhibitsandattachments,andanyothercomponentsmadeapartofthisIFBandcomplywith
allrequirementsandspecificationsherein.VendorsalsoareresponsibleforobtainingandcomplyingwithallAddenda
andotherchangesthatmaybeissuedinconnectionwiththisIFB.
IfVendorshavequestions,issues,orexceptionsregardinganycomponentwithinthisIFB,thosemustbesubmittedas
questions in accordance with the instructions in the BID QUESTIONS Section. If the State determines that any
changeswillbemadeasaresultofthequestionsasked,thensuchdecisionswillbecommunicatedintheformofan
IFB addendum. The State may also elect to leave open the possibility for later negotiation of specific provisions of
theContractthathavebeenaddressedduringthequestion-and-answerperiod,priortocontactaward.
Otherthanthroughthisprocessornegotiationunder01NCAC05B.0503,theStaterejectsandwillnotberequiredto
evaluateorconsideranyadditionalormodifiedtermsandconditionssubmittedwithVendor'sbid. Thisappliestoany
language appearing in or attached to the document as part of the Vendor's bid that purports to vary any terms and
conditionsorVendors' instructionshereinortorenderthebidnon-bindingorsubjecttofurthernegotiation. Vendor's
bidshallconstituteafirmofferthatshallbeheldopenfortheperiodrequiredherein("ValidityPeriod"above).
TheStatemayexerciseitsdiscretiontoconsiderVendorproposedmodifications.Byexecutionanddelivery
of this IFB response, the Vendor agrees that any additional or modified terms and conditions, whether
submittedpurposelyorinadvertently,shallhavenoforceoreffect,andwillbedisregardedunlessexpressly
agreeduponthroughnegotiationsandincorporatedbywayofaBestandFinalOffer(BAFO).Noncompliance
with,or anyattempt to alter or delete, thisparagraph shall constitute sufficient grounds to reject Vendor's
bidasnonresponsive.

2.5BIDQUESTIONS
UponreviewoftheIFBdocuments,VendorsmayhavequestionstoclarifyorinterprettheIFBinordertosubmitthe
best bid possible. To accommodate the Bid Questions process, Vendors shall submit any such questions by the
"Submit Written Questions" date and time provided in the IFB SCHEDULE Section above, unless modified by
Addendum.

authorized signature where requested. Failure to provide all required items, or Vendor's submission of incomplete

2.8 ALTERNATEBIDS
UnlessprovidedotherwiseinthisIFB,VendormaysubmitalternatebidsforcomparableGoods,variousmethodsor
levels of Service(s), or that propose different options. Alternate bids must specifically identify the IFB requirements
andadvantage(s)addressedbythealternatebid.Anyalternatebid,inadditiontothemarkingdescribedabove,must
beclearly markedwiththe legend: "Alternate Bid # [for'nameof Vendor']". Eachbid mustbefor aspecific setof
Goods andServices and mustinclude specific pricing. If a Vendor chooses to respond with various offerings, each
