I. INTRODUCTION
The City of Lake Forest (“City”) is soliciting proposals from qualified firms based on the
criteria/requirements outlined in this Request for Proposal (“RFP”). The intent of this RFP is to
contract with a professional firm capable of providing automated parking enforcement through
a vehicle-mounted license plate recognition system. This system will include a back-end
management solution for the City of Lake Forest that integrates with partner services.
All proposals must be received by Keri Kaup, Assistant to the City Manager, via email at
kaupk@cityoflakeforest.com by 11:00 A.M. CST on Monday, November 24, 2025.
II. OVERALL PROJECT OBJECTIVES
The City of Lake Forest is seeking proposals from qualified firms to implement a “turn-key”
mobile parking ALPR system for two (2) parking enforcement vehicles which will automate
parking enforcement operations. The City’s primary goal for the selected system is to improve
parking management efficiencies, resulting in overall better management of the City’s public
parking inventory. The chosen system will also integrate with the City’s other existing software
systems such as ParkMobile, ParkLync, and/or other commonly used parking software systems.
III. DESCRIPTION OF THE RFP PROCESS
The RFP shall consist of a two (2) step process.
A. Step 1 – Submission of Proposal

The City will establish an RFP Committee to review and evaluate the written responses
to the RFP in accordance with the evaluation criteria identified herein.
B. Step 2 – City Selection and Recommendation Stage

The RFP Committee will recommend a qualified firm to provide. City staff will then seek
the approval of the recommended firm from the City’s Parking Committee and City
Council.

The City reserves the right to interview candidate firms if deemed a necessary step following
Step 1.
IV. BACKGROUND
The City of Lake Forest is located 28 miles north of the Chicago central business district and is
one of eight Chicago north suburban communities on Lake Michigan collectively referred to as
the "North Shore". Contiguous municipal neighbors to the north include Lake Bluff; to the west
are Mettawa and Bannockburn; and to the south are Highland Park and Highwood.
The City operates under the Council-Manager form of government. The Mayor and eight
council members are elected by ward for two-year, staggered terms. The City Manager serves
as the Chief Administrative Officer, responsible for the day-to-day operations of the City.
Currently, the City’s parking and permit management program consists of manual and
automated efforts by the City Manager, Finance and Police Departments. The various parking
permit applications are accessible on the City website. Still, the documents must be manually
filled out and submitted at City Hall for manual verification and entry into the automated
record system. Permits are provided as hardcopy permits to permit holders, according to the
type of parking permit they purchase. Additionally, the City owns and operates several parking
lots and on-street parking areas. Parking patrons can pay a daily parking fee through on-site pay
stations, or via a Mobile App through ParkMobile. Community Service Officers conduct parking
enforcement activities by visually checking vehicles in permit lots for appropriate and current
permits while manually enforcing parking in time-restricted parking areas. The City desires to
move away from hardcopy permits and a paper-based permit application system to a digital
permitting system. A system that can integrate with our current parking software, and conduct
virtual chalking is highly desired.
V. SCOPE OF WORK
The City of Lake Forest is seeking proposals from qualified vendors to provide a Mobile
Automated License Plate Recognition (ALPR) Parking Enforcement System with an integrated
back-end management platform. The solution will automate parking enforcement activities,
improve operational efficiency, and integrate with the City’s existing parking management
software and partner services.
The selected system should be an off-the-shelf solution with customization capabilities and
include both hardware and software components necessary to perform automated parking
enforcement from two (2) City vehicles. The system shall identify vehicles in timed and
permitted parking areas, record violations, and provide data management and reporting
capabilities.

A. System Requirements
The proposed system should include, but is not limited to, the following core features and
capabilities:
• Automated License Plate Recognition (ALPR): Vehicle-mounted ALPR cameras
capable of scanning parked vehicles to identify time-limit and permit violations.
• Integration: Compatibility and two-way data exchange with the City’s parking
management vendor (ParkMobile) and other industry-standard parking
enforcement and permit management systems, such as ParkLync.
• Back-End Management Platform: Secure database and administrative portal to
store, manage, and analyze parking and enforcement data.
• Mobile Enforcement Application: Mobile and/or web-based interface for
authorized staff to view, issue, and manage parking enforcement activities in the
field. Vehicles are equipped with Panasonic FZ-55 Toughbooks.
• Digital Chalking and Permit Verification: Automated recognition and tracking of
vehicles in timed and permit parking areas, with the ability to define and manage
geolocated parking zones for precise enforcement coverage.
• Reporting and Analytics: Customizable reporting tools for detailed analysis of
enforcement trends, compliance rates, and citation activity.
• Real-Time Communication: Synchronization between mobile units, back-end
systems, and partner platforms to ensure accurate and up-to-date information.
• Data Access and Ownership: The City must retain full ownership of its data, with
options to export or retrieve data at any time in standard formats.
B. Optional Features
While not required, the City will give additional consideration to systems that offer:
• Expanded Integration Capabilities: Ability to integrate with citation management
and adjudication software from Tyler Technologies.
• System Flexibility and Scalability: Capacity to connect with technologies such as
fixed LPR systems (e.g., Flock, Verkada).
• Enhanced Analytical Tools: Advanced dashboarding or predictive analytics to assist
with parking utilization and compliance trends.

VI. RFP SUBMISSION
Certain requirements must be met to ensure that adequate information is being offered to The
City of Lake Forest for consideration as outlined in the following paragraphs. Respondents to
this RFP are encouraged to provide any additional information that they believe will enhance
their submittal and help The City of Lake Forest evaluate their capability.
1. Executive Summary – A summary of the proposal, stating the proposer’s understanding
of the requested system, highlights of the proposed system, and key points of
differentiation between the proposed system and other products.
2. Table of Contents – Clearly defined sections and numbered pages.
3. Vendor Profile & Qualifications – Vendor information including the age of the company,
the age of the system being presented for consideration, frequency of updates over the
last five years, and a description of qualifications of key staff that would be assigned to
the implementation of the system.
4. Experience – A description of the company’s and key staffs’ experience in completing
similar projects with similar municipalities.
5. References – Four references of current clients using the proposed system, including
name, title, address, phone number, and email of the contact person.
6. System Description – An overview of the proposed system’s features and how the
proposed system provides the Desired Features and Optional Features outlined in this
RFP. Please organize the overview to correspond with the categories included in the list
of Desired and Optional Features.
7. Implementation Services – A sample project management plan including target dates.
This section must outline key activities, work products, assumptions, and anticipated
vendor and City staff time.
8. Technical Requirements – A detailed response to the Technology / Platform
Requirements listed in Section Three of this RFP.
9. Support and Maintenance – A detailed response to the Maintenance and Support
Requirements listed in the RFP.
10. Cost – Proposed costs for equipment, licensing, license maintenance, training,
installation, and any additional services to provide the Desired and Optional Features
listed in this RFP. Please differentiate between one-time and recurring costs. Include
first-year costs as well as total annual cost for a five-year term including any expenses
