RFP OVERVIEW
I. INTRODUCTION
This Request for Proposals (RFP) is being issued by Metropolitan Washington Airports Authority ("Lead
Entity") in collaboration with the Procurement Professionals Alliance RFxPremier cooperative purchasing
program. The purpose of this RFP is to establish one or more Master Agreements for Airfield Lighting
products to include:
a. Airport Beacon
b. Wind Cone Assembly
c. Obstruction and obstacle lights meeting applicable FAA/ICAO requirements
d. Apron Lights
e. Underground Electric Cables
f. Constant current regulators (CCRs) for airfield circuits
g. Switchgear and Other Electrical Vault Equipment

h. Threshold, runway, and taxiway edge lights and associated fittings
i. Pilot Controlled Lighting System
j. Runway End Identification Lights (REILs)
k. Precision Approach Path Indicators (PAPIs)
l. Installation Services
m. Design Services
About RFxPremier
RFxPremier is a division of the Procurement Professionals Alliance (PPA), a non-profit association
dedicated to advancing public procurement through leadership, excellence, and integrity. In accordance
with RFxPremier's Lead Entity Model, the Lead Entity is issuing this RFP, evaluating responses, and
establishing Master Agreements with the support and assistance of a Sourcing Team, representing a
broad range of perspectives that ensure the RFP incorporates best practices recognized by public entities
across the country.
Participation in RFxPremier Master Agreements is convenient and cost-effective for Eligible Entities-
including all states (as well as the District of Columbia and US territories), cities, counties, districts, other
political subdivisions of any State, Institutions of Higher Education, K-12, quasi-governmental entities,
service districts, healthcare institutions, transportation districts, tribes/tribal organizations, or nonprofit
organizations-and suppliers, with no membership or registration required.

d. Clearly demonstrates your ability to meet the Scope of Work described in Section
I. and Attachment [01]; and

A detailed description of the Deliverables being sought through this RFP is attached as Attachment [01],
Scope of Work.
The scope of this RFP and its resulting Master Agreement(s) is intended to benefit all states (as well as
the District of Columbia and US territories), cities, counties, districts, other political subdivisions of any
State, Institutions of Higher Education, K-12, quasi-governmental entities, service districts, healthcare
institutions, transportation districts, tribes/tribal organizations, or nonprofit organizations. Therefore,
Offerors should not interpret the Scope of Work to be associated with or limited to any specific
purchase, implementation, project, need, or program within the Lead Entity or any other eligible entity.
Proposals should be generally applicable to all potential Participating Entities and Purchasing Entities,
except where specificity is requested.
The initial term of the Master Agreement(s) resulting from this RFP is anticipated to be five (5) years.

V. EVALUATION AND AWARD PROCESS: Proposals not meeting requirements may be rejected.
Stage 1: Mandatory Minimum Requirements Evaluation. Complete and responsive proposals will be
reviewed for compliance with the following Mandatory Minimum Requirements. Offerors must respond to
EACH of the following Mandatory Minimum Requirements using Attachment [05], Offeror Response
Worksheet. Proposals failing to meet or exceed all Mandatory Minimum Requirements may be rejected:

RFP.

date of this RFP.

I.C. Offeror affirms that they can provide sales and ship to all 50 United States, Pass/Fail
and all shipping shall be F.O.B. Destination (including Alaska and Hawaii), freight
pre-paid.
I.D. Offeror affirms to accept and fulfill orders from all eligible Purchasing Entities. Pass/Fail
I.E. Offeror has submitted all required documents. (Signed Offer and Award, Reps Pass/Fail

Offerors shall complete this Attachment [10]- Cost Proposal Form in full and submit it with their
Technical Proposal.
The schedule will be evaluated and ranked based on the highest minimum discount offered across the
categories offered. The schedule with the highest minimum discount will be awarded all 200 points, and

then the others will be normalized and ranked. Awards will be made to the top 3 highest scoring proposals
per category.
Offeror's Cost must be inclusive of all fees and charges. All costs proposed by Offeror must also be
inclusive of the RFxPremier administrative fee. Proposed costs incorporated into a Master Agreement
resulting from this RFP represent not-to-exceed pricing and minimum discounts, where applicable.

Stage 4: Award Selection and Evaluation Process
The Airports Authority will determine which Offeror(s) to award Master Agreement(s) by identifying which
Offeror(s) are most advantageous to potential Participating Entities and Purchasing Entities. Methods
used to make this determination may include, but are not limited to, one or more of the following:
Identification of a natural break in total scores; Identification of a minimum scoring threshold above which
Proposers are deemed to be adequately qualified; Consideration of the optimal number of Contractors
required to successfully supply Deliverables to Participating Entities and Purchasing Entities.
Prior to announcement of award(s) and execution of Master Agreement(s), the Lead Entity will present an
award recommendation to RFxPremier for approval of the proposed award(s).
Following approval of RFxPremier, the Lead Entity will post a notice of awards as required.
