Well 9 Drilling and Construction

The City of Oak Harbor will receive sealed bids for Well No. 9 Drilling and Construction at the City of Oak Harbor, 865 SE Barrington Drive, Oak Harbor, Washington 98277, up to 2:00 pm (PST) on Wednesday, April 29, 2026.

Contractors are invited to submit bids for the Well 9 Drilling and Construction Project in Oak Harbor, Washington. The work will consist of developing a new emergency groundwater supply at its Well 9 site. The City requires the construction of a new well to replace existing Well 9 on the same parcel.

All bidding and construction are to be performed in compliance with the Contract Provisions and Contract Plans for this project, and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Oak Harbor, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashier’s check, or Proposal bond payable to the "City of Oak Harbor" and in an amount of not less than five percent (5%) of the total Proposal amount.

The Owner reserves the right to reject any or all bids, to waive irregularities or informalities in the bid or in the bidding, to accept any alternate bids, and to make such award that it deems to be in its best interest and pursuant to the terms of the General Conditions. The Owner intends to award a contract to the lowest responsible and responsive bidder.

The City of Oak Harbor in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
