Rural Leaders for Economic Mobility (RLEM)

San Juan County would like to retain the professional services of a qualified consultant to assist in technical reporting, documentation, and strategy support for the Rural Leaders for Economic Mobility (RLEM) initiative.

We invite you to submit in response to this Request for Qualifications (RFQ). Questions regarding this RFQ can be submitted to mmcdonald@sanjuancountyut.gov or by calling (435) 587-3225.

Scope of Services

San Juan County is seeking a qualified consultant to provide technical reporting, documentation, and data synthesis support for the Rural Leaders for Economic Mobility (RLEM) initiative.

The consultant shall perform the following tasks:

  • Gather and organize documentation provided by the San Juan County Economic Development Department, including sign-in sheets, notes, summaries, and participant feedback.
  • Review photos and visual assets provided by the County to ensure consistency in final reports.
  • Establish standardized formats for summaries, charts, and qualitative data presentation.
  • Maintain organized digital files for County use and archiving.
  • Identify common themes, needs, and recommendations emerging from community engagement events.
  • Create visual summaries (tables, graphs, or infographics) to clearly communicate findings.
  • Draft narrative sections describing participation trends, challenges, and opportunities.
  • Support County staff in integrating RLEM results into future planning and program design.
  • Coordinate regularly with County staff to ensure all materials are accurate and complete.
  • Attend periodic project meetings (virtual or in person) with the County’s Economic Development Department.
  • Maintain open communication to align formatting, language, and branding with County standards.

Deliverables

  • Monthly coordination updates summarizing progress and identified needs.
  • Draft Community Engagement Data Package (due March 31, 2026).
  • Final Community Engagement Data Package and Summary Report (due April 30, 2026).
  • Participation in a final handoff and review meeting with County staff by April 30, 2026.

Terms of Engagement

Independent Contractor:

  • The contractor will operate independently and must secure and maintain all necessary insurance, bonding, including general liability, automobile, disability, unemployment, and worker’s compensation.
  • The contractor is responsible for all payment of all applicable taxes and must indemnify San Juan County against any claims arising from noncompliance.

No Subcontracting:

  • The contractor may not subcontract any services without the written consent of San Juan County.

Compensation

The maximum fee for the services sought through this RFQ will not exceed Six Thousand Dollars ($6,000.00).

Compensation will be negotiated with the most qualified respondent based on experience, demonstrated capacity, and alignment with project needs.

Preferred Experience and Qualifications

Interested respondents should demonstrate qualifications and experience similar to the following:

  • Experience providing technical reporting, documentation, and qualitative data synthesis for rural economic mobility, workforce development, or community-based initiatives.
  • Familiarity working with county governments, Tribal communities, and cross-sector partnerships, particularly in rural and geographically dispersed regions.
  • Proven ability to organize engagement outcomes, identify themes and recommendations, and produce clear written summary reports and data packages.
  • Experience supporting equitable investment strategies, community engagement processes, and systems-change planning efforts.
  • Capacity to collaborate closely with the San Juan County Economic Development Department and project partners to ensure high-quality, consistent documentation.
  • Availability to complete deliverables by April 30, 2026
