The City of Lathrop (City) is requesting proposals from qualified firms to provide professional engineering consulting services for the addition of PFAS treatment at the existing Louise Avenue Water Treatment Facility (LAWTF).

The LAWTF, located at 2112 Louise Avenue, was constructed approximately ten years ago to treat groundwater for arsenic removal from five City supply wells (Wells 6, 7, 8, 9, and 10). The facility has a design capacity of 6,250 gallons per minute (gpm).


Previous studies, including the PFAS Treatment Alternatives Evaluation (EKI, March 2020) and the PFAS Centralized Treatment Feasibility Study (Carollo Engineers, July 2022), and a technical memorandum on the Characterization of PFAS in Groundwater and Evaluation of Planned PFAS Treatment (EKI, 2024), identified centralized treatment at LAWTF as the preferred alternative. The City’s 2025 Water Supply Master Plan Amendment, further emphasizes the need for PFAS treatment in the near term.

The Request for Proposals (RFP) includes detailed information on project scope, submittal requirements, and the selection process.

I. GENERAL INFORMATION
Per- and polyfluoroalkyl substances (PFAS) have been detected in the City of Lathrop’s

Lathrop (City) is requesting proposals from qualified firms to provide professional engineering
consulting services for the addition of PFAS treatment at the existing Louise Avenue Water

II. BACKGROUND
The LAWTF, located at 2112 Louise Avenue, was constructed approximately ten years ago to

III. ANTICIPATED SCOPE OF SERVICES
A detailed scope and budget will be finalized during contract negotiations. Consultants should
propose an approach and level of effort based on their experience and understanding of the
project. Anticipated tasks include, but are not limited to::
Task 1 – Pilot Study/Basis of Design Report
Review previous technical studies, water master plan documents. Conduct a pilot study to
confirm the recommended filter media, further refine treatment design criteria and provide a
basis of design report for the addition of PFAS treatment at the LAWTF.
Task 2 – Plans, Specifications and Estimates
Prepare detailed plans, technical specifications, engineer’s estimate, and bid schedule for
construction. The City will provide front-end sections, including Notice Inviting Bids and
standard contract specifications..
Task 3 – Bidding Assistance
Provide technical support during bidding, attend pre-bid meetings, prepare addenda, and assist in
bid analysis and award recommendation..
Task 4 – Engineering Support Services During Construction
Provide engineering support to ensure compliance with plans and specifications, including
participation in construction meetings, responding to RFIs, reviewing change orders and
invoices, monitoring schedules, and preparing record drawings.
Task 5 – Permitting

Coordinate with agencies and complete permit applications, including SWRCB Drinking Water
Program, San Joaquin Environmental Health Department, Department of Water Resources, and
San Joaquin Valley Air Pollution Control District.
Task 6 – Final PFAS Treatment Facility Construction Report and Record Drawings
Prepare a final report documenting construction, start-up, and commissioning of PFAS treatment
addition, along with record drawings.
IV. RFP CONTENT
Request for Proposals shall include, but not be limited to, the following minimum information:
1. Description of firm and information on major types of consulting services that the firm
performs. Provide information on the firm's current workload, facilities, resources, and
water resources project experience.
2. Provide a work history of the firm. Include examples of previous work done on projects
of similar type, size and scope. Include a list of client references with contacts and phone
numbers.
3. Provide the names along with brief resumes of key personnel who will be involved with
the project. Provide a fee schedule and a description or organizational chart of the proposed
team structure. Include descriptions of their assigned duties and projected involvement in
the project.
4. Provide a description of the proposed methodology and approach to the project. Provide
an estimated project schedule and critical path showing the proposed work tasks, personnel
and resources allocated to each task.
5. Provide a fee proposal for a not to exceed price based on time and materials for each of the
tasks included in the anticipated scope of services. The fee proposal shall include all
assumptions including information assumed to be provided by the City, number of
meetings, proposed staffing, status reporting, and any other assumptions that affect the
work effort.
6. Identify any services that are specifically excluded from the Scope of Work that will likely
be needed to complete the project of the desired scope of work.
V. COMPENSATION
The Consultant shall advise City in writing of the scope of work to be provided for each
assignment, the cost of, and estimated time to perform services. The Consultant shall not proceed
to perform any such services until the City and Consultant have established a project cost, a
completion schedule, and a period for performance and the City has given its written
authorization to proceed.
The terms and conditions of the agreement will be on an agreed time and material basis with a
not to exceed fee. The prime consultant will be responsible for subconsulting as required. The
consultant’s attention is directed to the insurance and indemnification requirements listed in the
Sample Consultant Agreement in Attachment ‘A’.

VI. REVISION TO THE RFP
The City reserves the right to revise or extend the RFP deadline. Revisions will be
communicated via email or fax to all known potential consultants. The City may reject any or all
proposals or abandon the process at its discretion.
VII. SELECTION PROCESS
Proposals will be reviewed for completeness and quality. Shortlisted firms may be invited for
interviews and/or additional submittals. Submission of a proposal constitutes a waiver of any
right to protest the RFP process.
The Consultant, by submitting a response to this RFP, waives all rights to protest or seek any
legal remedies whatsoever regarding any aspect of this RFP. The City reserves the right to invite
any number of firms for oral interviews.
This RFP does not commit the City to award a contract, to defray cost incurred in the preparation
of a proposal pursuant to this RFP or to procure or contract for work.
When the City has negotiated a scope of work and cost proposal with a chosen Consultant, it will
recommend selection of that Consultant to the City Council. Confirmation and approval of the
Consultant recommended by the City is subject to approval by the City Council.
The City reserves the right to reject any and all proposals, or to negotiate separately with any
source whatsoever in any manner necessary to serve the best interests of the City. Non-
acceptance of any proposal does not imply any criticism of the proposal or imply that the
proposal was deficient.
The City will follow the selection schedule listed below, but reserves the right to modify the
schedule in any manner necessary to serve the best interests of the City.
VIII. PROPOSED SCHEDULE
Release RFP: February 11, 2026
Proposal Deadline: March 4, 2026
Review and Ranking: March 5–10, 2026
Scope and Contract Negotiation: March 11–24, 2026
City Council Approval: April 13, 2026
Notice to Proceed: May 1, 2026
Costs for responding to this RFP are entirely the responsibility of the Consultant and shall not be
chargeable in any way to the City. All material submitted becomes the property of the City and
may be returned only at the City's option.
One (1) electronic .pdf copy of the RFP response signed by an authorized representative of the
proposing entity, shall be delivered electronically to ggibson@ci.lathrop.ca.us on or before
