REQUEST FOR QUALIFICATIONS: Architectural/Engineering Services
SUBMISSION DEADLINE: Wednesday, November 4, 2026
INTRODUCTION & BACKGROUND: Chesterfield County ("the County") is soliciting
Statements of Qualifications for full service architectural and engineering jail design services
associated with a proposed new detention center for the County. Currently, Chesterfield County's
aging jail facility has a rated capacity of 126 inmates and has no designated women or mental
health areas. The facility faces challenges with crowding and lacks the space to properly classify
its inmate population. The County has recently conducted a needs assessment for housing and the
report recommended that a new facility be constructed with approximately 250 beds with a 330
bed core thru year 2050. The new detention facility will be built at a new location on a 14+/-
acre parcel owned by the County. The County had a preliminary due diligence summary report
completed prior to the purchase of the land to ensure that it was an adequate area to construct a
detention facility.
PROJECT DESCRIPTION: The County is planning a potential new build of a county detention
facility with an estimated budget of $50 million. The proposed facility would be located within
Chesterfield Commerce Park, on Parkway Drive, in Chesterfield, South Carolina.
SCOPE OF WORK: The County is seeking Statements of Qualifications for full service
architectural and engineering jail design services to design a new initial capacity 250 beds with a
330 bed core thru year 2050. The new detention center shall include, but not be limited to the
following facilities: laundry, kitchen, intake and release, storage, maintenance room, courtroom,
medical department, housing units, central control room, mental health/behavioral health area,
short term observation area, visitation center, attorney meeting rooms, court/transport area, and
property/evidence room.
The County intends to enter into a contract with a licensed, qualified firm to provide professional
services for the siting, design, assistance in preparation of construction bid documents, and
construction oversight of the new Chesterfield County Detention facility. Services may include,
but not be limited to: solicitation, project design, shop drawings, bidding, construction
management, and construction inspection. Additional services may include, but not be limited to:
an analysis of the new building location, and conducting an operating and maintenance study. The
County also seeks the direction of the awarded firm as to the best approach for the bidding of a
qualified General Contractor for successful project completion.
INSTRUCTIONS: The Owner, Chesterfield County, hereby requests Statements of
Qualifications for Architectural/Engineering Services. This Request for Qualifications (RFQ)
solicitation does not commit the County to award a contract, to pay any cost incurred in the
