STATEMENT OF WORK (SOW)
Replacement of Dental Vacuum System
Lee County VA Healthcare Center 2489 Diplomat Parkway East, Cape Coral, FL 33909

Background: The Dental Service at the Lee County VA Healthcare Center currently operates an aging RAMVAC Dental Vacuum System that provides essential dry suction for removing saliva, debris, and aerosols during dental procedures. This system has supported clinical operations for several years but is now exhibiting performance degradation, with increasing difficulty and cost in sourcing replacement parts due to manufacturer obsolescence and reduced support. Continued reliance on the existing system poses risks to operational continuity, patient comfort, procedural efficiency, and infection control standards.

Scope: The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and incidentals necessary to remove the existing aging RAMVAC Dental Vacuum System and supply, deliver, install, test, and commission a new high-performance dry dental vacuum system (100% water-free operation preferred) capable of supporting the clinic's current and anticipated dental operations. The new system shall ensure reliable, powerful suction for multiple simultaneous users, minimize downtime, reduce long-term maintenance requirements, and enhance bioaerosol removal in compliance with post-pandemic clinical standards.

Performance Requirements / Tasks
Site Survey and Planning
Conduct an on-site survey to assess existing plumbing, electrical, space constraints, and operational needs.
Coordinate with VA facility staff to schedule work minimizing disruption to patient care (e.g., perform major work outside normal clinic hours).

Removal of Existing System
Safely disconnect, remove, and dispose of the existing RAMVAC Dental Vacuum System, including pumps, tanks, controls, and associated piping/components as needed to replace system, in accordance with federal, state, and local environmental regulations.
Ensure no damage to facility infrastructure and protect surrounding areas from debris or hazards.
Supply and Delivery
Provide a new dry dental vacuum system (e.g., comparable to current RAMVAC models such as Bulldog QT, Bison, or Aeras series equivalents) meeting or exceeding industry standards for reliability, efficiency, and scalability (supporting at least the current number of simultaneous users).
Include all necessary components: pumps, separating tanks, controls, monitoring systems (cloud-based alerts preferred), and accessories for full functionality.

Installation
Install the new system in compliance with manufacturer specifications, NFPA standards, local building codes, and VA facility requirements.
Connect to existing vacuum lines, electrical power, and any required venting.
Ensure proper integration with dental operatory suction lines for consistent performance.

Testing and Commissioning
Perform operational testing to verify vacuum performance (e.g., Hg levels, airflow, simultaneous user capacity).
Conduct leak tests, noise level checks, and safety verifications.
Demonstrate full system functionality to VA staff.

Training and Documentation
Provide on-site training for VA dental and maintenance staff on operation, routine maintenance, and troubleshooting.
Deliver operation/maintenance manuals, as-built drawings, warranty information, and parts lists.

Deliverables
Removed and disposed existing system (certification of proper disposal).
Fully installed and operational new dental vacuum system.
Test reports and performance verification documentation.
Training session completion certificate.
All required manuals and warranties (10-year pump warranty preferred).

Period of Performance: 180 days from Notice to Proceed.

Government-Furnished Property/Information: The Government will provide access to the site, existing system documentation (as available), and coordination support.
