Please see the attached Advertisement forBids for General Construction Contracting services for a Community Safe Room project in the Village of Almena, Wisconsin (Barron County).

The Community Safe Room will have a 325-person capacity (323 ambulatory, 2 wheelchair) to serve local residents, their guests and other visitors to the community.   It will be funded, in large part, by a grant to the Village from the Federal Emergency Management Agency (FEMA) .  The facility will be 2,304 gross square feet (1,638 square feet usable Safe Room floor area) and designed, constructed, and maintained to FEMA standards for the protection of the life safety of the target population from tornado and high wind events.

The Village of Almena will accept sealed bids until 11:00 am on Tuesday May 12, 2026, at the Village of
Almena Village Hall, 131 Soo Ave E, Almena, WI 54805. It is solely the Bidders responsibility to ensure the
bid is received at the designated place on time. Bids will be opened and read aloud at that time at the Village of
Almena, Village Hall 131 Soo Ave E, Almena, WI 54805.
Bids are for a proposed 2,304 sq. ft, one-story, slab-on-grade, masonry Storm Shelter. Outside of the bid
envelope shall be marked, "Sealed Bid-Proposed Storm Shelter, Village of Almena, Almena, Wisconsin.
Lump sum bids will be accepted as follows:
1) General Contract - including Concrete, Site Work, General Construction, Electrical, HVAC, Plumbing
Bids are to include all labor, materials equipment, and all else necessary for completion of project.
Successful bidder will be required to provide a performance guarantee in the form of a 100% Performance and
Payment Bond.
Bid documents may be obtained from Ratsch Engineering Company, Ltd., 547 Hewett Street, P.O. Box 189,
Neillsville, WI 54456. Phone: (715) 743-2240 or FAX (715) 743-4469. Request for plans to be mailed shall be
accompanied by a non-refundable fee of $20 to cover postage and handling.
No bid will be received or considered unless accompanied by a Bid Bond or Certified Check in the amount
of 5% (five percent) of the bid payable to the Village of Almena, as a guarantee that if the bid is accepted, the
bidder will execute and file the proper contract and performance security within ten days from the date the bid
is accepted. In the event, the bidder fails to execute the contract and security within the time set by the Owner,
the bid security shall be forfeited to the Owner as liquidated damages.
Owner reserves the right to retain the bid security of the three lowest responsible bidders. When the
agreement is executed, the bid security of the two remaining unsuccessful bidders will be returned.
Owner will accept the bid and award the contract to the lowest responsive and responsible bidder subject to
the terms contained in the project manual. The owner reserves the right to reject any or all bids, to waive any
technicality, and to accept any bid which it deems advantageous to the Owner. No bids may be withdrawn for
45 days after the day of the bid opening.
This project is funded in part by the Federal Emergency Management Agency. Published by the authority of
the Village of Almena.
