Sources Sought Notice



Title: Sources Sought for Contractor Training Support Services for U.S. Coast Guard Gulfstream V (GV) and Gulfstream G550 (G550) Aircraft



NAICS Code: 611512 – Flight Training



PSC Code: U006 - EDUCATION/TRAINING- VOCATIONAL/TECHNICAL



Purpose:



The U.S. Coast Guard (USCG) is conducting market research to identify potential sources capable of providing training services for pilots, aircrew, and mechanics operating or maintaining Gulfstream V (GV) and Gulfstream G550 (G550) aircraft. This Sources Sought Notice is issued to determine the availability of qualified sources, including small businesses, to meet the requirements outlined in the attached Performance Work Statement (PWS).



The USCG currently has an Indefinite Delivery, Indefinite Quantity (IDIQ) contract in place for these services. The USCG's operational needs have changed, necessitating a potential contract modification to increase the scope of work by approximately 30%. Responses to this Sources Sought Notice will assist the USCG in determining if sufficient capable sources exist to support a competitive acquisition instead of proceeding with a sole source contract modification.

Responses to this Sources Sought Notice are voluntary and will be used solely for market research purposes.



Scope of Work:



The attached PWS outlines the requirements for Initial, Recurrent, and Maintenance training services for pilots, aircrew, and mechanics operating or maintaining the GV and G550 aircraft. Training includes classroom instruction, simulator training, hands-on instruction, and remote learning options.



Specific training courses include, but are not limited to:




  • GV/G550 Pilot Initial and Recurrent Training

  • GV/G550 Maintenance Training (Basic, Advanced, Troubleshooting, Familiarization, etc.)

  • GV/G550 Corporate Cabin Attendant Training

  • GV/G550 International Procedures Training

  • GV/G550 Simulator Training



All training must comply with applicable FAA regulations (14 CFR Parts 61, 91, 121, and 142) and other compliance documents listed in the PWS.



Request for Information:



Interested parties are invited to respond to this Sources Sought Notice by providing the following information:




  1. Company Qualification Information:


    • Name of your organization

    • Address

    • Website

    • Point of contact name, email address, and phone number

    • Socioeconomic status (e.g., small business, HUBZone, 8(a), SDVOSB, etc.)

    • CAGE Code

    • Unique Entity Identifier (UEI)

    • If significant subcontracting or teaming is anticipated, address the logistical, administrative, and management structure of such arrangements]



  2. Capabilities Statement:

    • Describe your organization’s experience providing training services, in support of USCG personnel, for GV and G550 aircraft. Include examples of past performance, if applicable.

    • Indicate whether your organization can meet the requirements outlined in the attached PWS.



  3. Compliance:

    • Confirm whether your organization’s training programs comply with FAA regulations and other applicable standards listed in the PWS.



  4. Contracting Information:

    • Indicate whether your organization currently holds any government-wide acquisition contracts (GWACs), General Services Administration (GSA) schedules, or other strategically sourced contracts for similar services. Provide contract numbers and agency points of contact, if applicable.



  5. Small Business Considerations:

    • If you are a small business, indicate whether you can perform at least 50% of the work as required by FAR 52.219-14 (Limitations on Subcontracting).



  6. Feedback:

    • Provide any general comments, concerns, or suggestions regarding the attached PWS or the potential acquisition strategy.

No telephone requests will be accepted. Responses to this notice shall be submitted in writing. Interested parties are invited to submit a response by October 15th, 2025, by 1400 Eastern Daylight Time (EDT). Responses should be submitted in PDF or Microsoft Word format and should not exceed 10 pages in length.



Next Steps:



Based on the responses to this Sources Sought Notice, the USCG will determine whether there are other capable sources to support the modification of the existing IDIQ contract or whether a sole source J&A is appropriate. If the USCG decides to proceed with a competitive acquisition strategy, a solicitation may be issued in the future on the SAM.Gov website.
