Sources Sought Notice
Title: Sources Sought for Contractor Training Support Services for U.S. Coast Guard Gulfstream V (GV) and Gulfstream G550 (G550) Aircraft
NAICS Code: 611512 – Flight Training
PSC Code: U006 - EDUCATION/TRAINING- VOCATIONAL/TECHNICAL
Purpose:
The U.S. Coast Guard (USCG) is conducting market research to identify potential sources capable of providing training services for pilots, aircrew, and mechanics operating or maintaining Gulfstream V (GV) and Gulfstream G550 (G550) aircraft. This Sources Sought Notice is issued to determine the availability of qualified sources, including small businesses, to meet the requirements outlined in the attached Performance Work Statement (PWS).
The USCG currently has an Indefinite Delivery, Indefinite Quantity (IDIQ) contract in place for these services. The USCG's operational needs have changed, necessitating a potential contract modification to increase the scope of work by approximately 30%. Responses to this Sources Sought Notice will assist the USCG in determining if sufficient capable sources exist to support a competitive acquisition instead of proceeding with a sole source contract modification.

Scope of Work:
The attached PWS outlines the requirements for Initial, Recurrent, and Maintenance training services for pilots, aircrew, and mechanics operating or maintaining the GV and G550 aircraft. Training includes classroom instruction, simulator training, hands-on instruction, and remote learning options.

All training must comply with applicable FAA regulations (14 CFR Parts 61, 91, 121, and 142) and other compliance documents listed in the PWS.

Interested parties are invited to submit a response by October 15th, 2025, by 1400 Eastern Daylight Time (EDT). Responses should be submitted in PDF or Microsoft Word format and should not exceed 10 pages in length.
Next Steps:
Based on the responses to this Sources Sought Notice, the USCG will determine whether there are other capable sources to support the modification of the existing IDIQ contract or whether a sole source J&A is appropriate. If the USCG decides to proceed with a competitive acquisition strategy, a solicitation may be issued in the future on the SAM.Gov website.
