Quantifind Screening

The Division of Homeland Security and Emergency Services (DHSES) is seeking one qualified vendor or one qualified authorized resellers who can provide us with Quantifind items. We are looking for one (1) Graphyte Search Small (up to 4 Seats) item number 1001GS-S, one (1) Graphyte Platform Training item number 1001GS-PT, and dedicated customer success support.

GraphyteSearch – one (1) license (up to 4 seats), ingests entities and outputs risk assessments derived from disparate open-source data, both unstructured and structured. This process consists of several machine learning modules for various tasks including Unstructured Data Processing, Risk Modeling and Network Mapping.

Graphyte Platform Training – one (1), contains hundreds of data sets and risk typologies across financial crime and national security. This configuration can also include new risk factor development, driven by the customer, with focus on economic influence or critical industries. Furthermore, Graphyte can integrate semi-public data sources in partnership with the Government and with other providers and incorporate them into our Graphyte platform.

Summary – We are looking for One (1) GraphyteSearch (up to 4 Seats) and One (1) Graphyte platform training.

Award will be made to one best price vendor; quotes must be all inclusive and without tax. Responsive bidders must include completed documents (Quote, Substitute W9, Appendix A, and Procurement Lobbying Form). Vendor must accept a NYS issued Purchase Order for payment. The awardee will be provided proof of tax exemption.

Upon submission, the subject matter line should reference “Quantifind Screening Platform – your vendor name”.

Agency Rights:

1. Reject any or all quotes received in response to the solicitation.
2. Withdraw the solicitation at any time, at the Agency's sole discretion.
3. Disqualify any bidder whose conduct and/or quote fails to conform to the requirements of the solicitation.
4. Seek clarifications and revisions of the quote.
5. Prior to the bid opening, amend the solicitation specifications to correct errors or oversights, or to supply additional information, as it becomes available.
6. In the event of unsuccessful negotiations with the selected bidder, conduct contract negotiations with and/or award the contract to the next responsive and responsible bidder.
7. Require clarification at any time during the procurement process and/or require correction of arithmetic or other apparent errors, assuring a full and complete understanding of a vendor's quote and/or to determine a vendor's compliance with the requirements of the solicitation.
