NOTICE AND INSTRUCTIONS TO PROPOSERS

Matanuska Electric Association, Inc. (MEA) is soliciting Proposals to provide Right of Way (ROW)

services for New Service Requests. Services may include, but are not limited to:

1. Title Research

2. Permitting through various agencies, including but not limited to MSB, MOA, DNR,

ADF&G, COW, COP, COH, etc.

3. Easement acquisition, Tariff easements

The RFP and all attachments are available through MEA’s ShareFile Site. Access to the ShareFile

site can be obtained by contacting MEA’s Procurement electronically (email) at

FormalQuestions@mea.coop.

Electronic proposals are required to be submitted through MEA’s ShareFile site no later than 4:00

p.m., AKST, Tuesday, September 22, 2026; after which a private opening will be held. Any proposals

received after this date and time will not be considered. Proposers are responsible for the verification

and confirmation of successful bid delivery to the ShareFile site. Questions or difficulties relating to

the electronic bid submittal process should be directed to Procurement at

FormalQuestions@mea.coop.

Questions related to this RFP are due no later than, 12:00 Noon, AKST, Tuesday, September 8,

2026. Questions shall be submitted electronically (email) FormalQuestions@mea.coop. Proposers

are prohibited from contacting any employee, board member, agent, or other associate of MEA

regarding this request except as specified above.

Responses to submitted questions will be provided through an addendum and posted to MEA’s

ShareFile site by 5:00 PM, AKST, Tuesday, September 15, 2026.

Proposers shall specify in their response to this RFP in writing whether exceptions are taken to any

of the terms and conditions of the attached Professional Services Contract. Exceptions taken at a

later date may result in rejection of the proposal.

MEA reserves the right to define and waive irregularities, to accept or reject any or all Proposals, in

whole or part, and to reissue, withdraw or cancel the project in its entirety for any reason, including

to perform the work in house, without liability of any type to Proposer, including but not limited to

any costs associated with Proposal preparation and submittal.
