In 1995, the Department of Housing and Urban Development (HUD) issued a ruling requiring a single consolidated submission for community development and housing programs – specifically the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) Programs. In accordance with this ruling (24 CFR Part 91), the City of New Haven has developed its Consolidated Plan for Housing and Community Development. The overall goal of the Consolidated Plan is to develop viable urban communities by providing decent housing, a suitable living environment and by expanding economic opportunities principally for low and moderate-income persons, through the use of CDBG, HOME, ESG, and HOPWA funds.
Late responses will not be considered. Offerors must carefully read the entire Application package.
Each year the City prepares an Annual Action Plan describing the City's projected use of funds for the upcoming program year as part of its budget process for submission to HUD. This application process forms the basis for the City’s Annual Action Plan for the upcoming Program Year, July 1, 2025 through June 30, 2026.
To ensure broad-based community involvement in the systematic revitalization of our neighborhoods, the Consolidated Plan incorporates neighborhood-review of projects. Each neighborhood has an established EZ Neighborhood Implementation Committee now known as a District Management Team (DMT) that meets monthly. (Please note the West Rock DMT is only required to meet on a quarterly basis). These neighborhood teams are instrumental in building community partnerships, which help to address the complex and unique issues facing each neighborhood. It is important that these teams are made aware of proposed activities and projects that will serve residents of their respective neighborhoods.
