NOTICE OF REQUEST FOR PROPOSAL

Expression of Interest for Professional Services for: Transportation Action Plan - Consultant Services related a Safe Streets for All project being administered in collaboration between the Town of Christiansburg and the New River Valley Regional Commission (NRVRC) will be received by THE TOWN OF CHRISTIANSBURG, VIRGINIA at the office of the PROCUREMENT OFFICER, at 100 East Main St, Christiansburg, VA until 3:00 PM local time on May 26, 2026.

The Town has identified the need to formulate and implement the use of a strategic Transportation Action Plan that will enable local partners to secure funding that improves the safety of transportation systems and save lives.   Federal Highway Administration funding from the Safe Streets and Roads for All (SS4A) program will support more thorough crash analyses, active transportation remediation, identify high injury networks and safety hot spots. The Town has partnered with the New River Valley Regional Commission to complete the Transportation Action plan development. The selected A/E firm will collaborate with Town and New River Valley Regional Commission (NRVRC) staff to develop systemic improvement actions and location prioritization. Data analyses and conceptual design solutions will be utilized to support a robust public engagement strategy that will include surveys, town halls, working groups, and stakeholder collaboration.

If proposals are hand delivered or mailed , they must be delivered to the Town of Christiansburg Purchasing Office, 100 East Main Street, Christiansburg, VA 24073.  It is the bidder’s responsibility to confirm that all bids are received by the Town’s Procurement Officer prior to the time stated above.  Sealed bids should be returned in a sealed envelope clearly marked, “ RFP 26500025 – Safe Streets for All (SS4A) Transportation Action Plan Project ” and addressed to Tara Vance, Procurement Officer.  The bidder’s name should be clearly marked on the outside of the envelope.

services for Transportation Action Plan - Consultant Services related a Safe Streets for All

I. Introduction

Who We Are
The Town of Christiansburg is tucked between the slopes of the Blue Ridge Mountains and the winding path of
the New River in southwest Virginia. With our tight-knit community; numerous recreational, commercial and
cultural destinations; and proximity to higher education institutions, it's no wonder we are known as "the place
to be." Originally a concentration of taverns and rest stops along the Great Wilderness Road (now U.S Route
11), the 1.1 square mile town was established in 1792 and later incorporated in 1833. Christiansburg is now

TRANSPORTATION ACTION PLAN REQUIREMENTS:
As stated above, the strategic transportation action plan must meet U.S. DOT-Federal Highway Administration
standards as detailed in the latest SS4A Notice of Funding Opportunity. Adherence to these standards is
critical because the Town plans to apply for funding through this source and other funding opportunities for
safety improvement project funds in subsequent years. The development of the strategic transportation action
plan must:
be data driven using the best available incident history to support emphasis topics and hazardous
locations
identify transportation safety issues, High Injury Networks, System Counter Measures, etc.
prioritizes activities with benefit/cost to address the issues
identify potential funding sources to implement the activities
II. Procurement Schedule and Evaluation Criteria and Technical Presentations
Town of Christiansburg, in its sole discretion, reserves the right to modify the tentative procurement schedule
as shown on the Executive Summary as it finds necessary. Offerors who submit a proposal in response to this
RFP may be required to give a technical presentation of their proposal to the agency. This provides an
opportunity for the Offeror to clarify or elaborate on the proposal. This is a fact-finding and explanation session
only and does not include negotiation. Technical presentations are an option of Town of Christiansburg and
may or may not be conducted. The date of the technical presentation (optional) is as shown on the Executive
Summary.

A Selection Committee of consisting of Town of Christiansburg and New River Valley Regional Commission
(NRVRC) staff will evaluate and score each Offeror’s EOI against the evaluation criteria as shown on the
Executive Summary. The short-listed and/or top ranked Offeror(s) will be notified by Town of Christiansburg
and scheduled for an interview at a later date if desired. Town of Christiansburg reserves the right to consider
as part of the evaluation of the Project Manager, Key Personnel, and Offeror’s Team, their availability and/or
performance on past projects through review of Town of Christiansburg and NRVRC records such as reference
checks with Project Managers, including other clients.
The Consultant Firms Score Sheet included below will be used to evaluate expressions of interest from
potential offerors.

III. Scope of Work
There is no guarantee that any projects, contracts, or task orders will be identified for this RFP. The
decision to include these services under a project, contract, and/or specific task order is solely based on
Town of Christiansburg. The work shall be developed utilizing applicable standards and practices such as
Town of Christiansburg Specifications and Standard Details and FHWA requirements and guidelines.
The scope of work may consist of providing:
Data collection & analysis
Perform safety audits
High injury network identification
Identify system counter measures
Project identification
Benefit / Cost analysis
Funding source identification
Develop public engagement materials / content
Expression of Interest (EOI) Requirements
Electronic or mailed hardcopy EOI submittals are accepted for this EOI, with the entire submittal in a single
cohesive PDF file. Submittals shall be prepared simply and economically, providing a straightforward, concise
description of the firm’s capabilities to satisfy the requirements of the RFP. Emphasis should be on
completeness and clarity of content. Elaborate brochures and other representations beyond that sufficient to
present a complete and effective proposal are neither required nor desired. All text in the PDF file shall be
searchable using Adobe Acrobat software except within illustrations and scanned registration documents.
To submit a hardcopy proposal through courier service/mail, envelopes should be addressed to
Town Hall (100 East Main Street, Christiansburg, VA 24073). Mailed or hand delivered proposals

attention of Tara Vance, Procurement Officer. Offeror’s name should also be clearly marked on the

Town of Christiansburg reserves the right to accept or reject any or all RFPs received, to negotiate with any
qualified Offeror or to modify or cancel in part or in its entirety this RFP and does not commit to provide any
payment for costs associated with the preparation of RFPs submitted in response to this request. The
Offeror’s EOI must meet all requirements established in this RFP. Failure to meet an RFP requirement may
render a EOI non-responsive as solely determined by Town of Christiansburg. EOI submittals are to be
received no later than May 26, 2026, by 3pm EST. Responses received after this date and time will not be
considered. An Offeror shall not submit more than one EOI in response to this RFP, otherwise the Offeror shall
be disqualified.
Town of Christiansburg reserves the right to alter the project delivery method at any time during the contract
period. Town of Christiansburg will notify the consultant of such decision, revise the scope of services and
respective man-hours. The change will be implemented utilizing an additional task order or supplemental
agreement based on the contract type.
Proposal must contain the following components. Additional information that may prove beneficial to the Town
during the rating and awarding process is welcomed. Proposers are asked to refrain from submitting proposals
that will not be easily duplicated such as those with spiral binding, photos and fold-out or other larger than
letter-sized paper.

size of the team relative to the size of the project, and proposed project resources (disciplines/roles
including sub-consultants) for the RFP requested services. Include additional information about non-
Key Personnel project staff, and any computer, CADD equipment, specialized computer software
packages planned for use during the duration of the contract, and supporting information for all
additional scoring criteria. Please do not include duplicate information, resumes, and examples.

Provide information indicating the Offeror’s understanding of the Scope of Work. One (1) page.
Acknowledgement of Offeror’s In-House Capacity to Provide Non-Professional Services. If Offeror’s
Non-Professional team does not have in-house capability to provide non-professional services, each with an estimated
