2026-2027 Snow Removal Contract

NOTICE TO BIDDERS
SNOW REMOVAL
The Township of Upper Uwchlan is accepting bids for individual pieces of equipment (with
operators) to perform Roadway Snow Removal services for the 2026-2027 snow removal
season. Contractors may bid on all equipment needed or on individual pieces of equipment
needed. All equipment bid must be in good working order and Pennsylvania road legal.
Proposals must be received by Gwen Jonik, Township Secretary, by 1:00 p.m. on Wednesday,
September 16, 2026 in a sealed envelope marked "Snow Removal Bid"
Proposals will be opened and read at 1:00 p.m. on Wednesday, September 16, 2026 in the
schoolhouse at the Township Building located at 140 Pottstown Pike, Chester Springs, PA
19425.
Contracts will be awarded at the Board of Supervisors meeting on Monday, September 28, 2026,
7:00 pm or a subsequent meeting as determined to be in the best interest of Upper Uwchlan
Township.
The following equipment is sought on an hourly, as needed, basis.

Bid specifications are available on the Township website at www.upperuwchlan-
pa.gov/Bids.aspx. A 10% Bid Bond or Certified Check must accompany all bids. Upper
Uwchlan Township reserves the right to reject any or all bids or a portion of any bids.
Successful bidders shall post a 10% Performance bond upon award of contracts.

2026-2027
The following conditions accompany the Snow Removal bid.
1. Bid Bond or Certified Check in the amount of 10% of bid must accompany bid.
2. A Performance Bond equal to 10% of the awarded bid must be presented within
ten (10) days of bid award notification.
3. The quantities indicated on the "Schedule of Equipment / Labor" are, as
indicated, estimates. There is no guarantee of hours.
The Township may, due to Budget constraints or weather conditions, not
use/accomplish the estimated quantity listed on the "Schedule of Equipment".
In this case, the Contractor shall not seek additional compensation beyond the
actual quantities (hours) used.
4. Contractor must have and maintain cell phone service for each vehicle for the
entire duration of the contract. The Township shall be provided the cell phone
numbers for all workers who will be performing work in the Township.
5. All equipment bid must be available for call-out exclusively for Upper Uwchlan
Township during snow and ice removal operation periods.
6. All vehicle/equipment operators shall have direct communications with the bid
winner's place of business while on Township authorized activity.
7. Response Requirements:
a. Contractor must respond to request for snow removal services and be on
site within one (1) hour of request. Sooner is better.
8. Invoices to be honored for work completed must be typed and presented to the
Township no later than Noon, three (3) business days prior to a Board of
Supervisors meeting. A storm report, furnished by the Township, completed by
the Contractor shall accompany all invoices.
9. The successful bidder may be required to display representative samples of the
following accomplishments having occurred within the previous twelve (12)
month period.
a. Record of completing snow removal activities for a Municipality.
b. History of payments to subcontractors and suppliers.
c. Maintenance of a permanent place of business.
10. All vehicles assigned to Township activity shall have a "Work Sheet" assigned to
the vehicle where the driver shall enter pertinent details such as streets plowed,
times of work and down time.

11. During snow and ice clearing operations Contractor agrees to allow Owner to
mount a GPS tracking unit, for the purposes of tracking all of Contractor's
activity, on to all equipment being used to provide snow and ice control services
to Owner. The equipment will, in all instances, be temporary in nature and will
be removed at the conclusion of snow/ice control activities for said event. The
equipment is the sole property of Owner and will be installed and removed by
properly trained and authorized personnel of Owner.
12. Any overtime charges will be paid for the driver's amount only. Overtime rates
will not be paid on equipment. All equipment is a flat rate per hour. A driver
must be working "for the Township" for 40 hours before overtime rates apply.
All overtime must be approved by the Director of Public Works. The amount
asked for on the bid sheet is only the difference after the first 8 hours worked,
not the total.
13. The Township reserves the right to inspect equipment to be sure it is available,
operable and being properly maintained. All equipment must be ready for
callouts. The Township shall have the right to require the contractor to meet
these specifications or the Township will replace them.
14. Contractors shall be responsible to replace damaged mailboxes and mail posts
caused during snow removal maintenance activities and shall do so as soon as
possible so that the homeowner's mail service is not interrupted.
15. Any repairs needed for damage done by contracted equipment is the
responsibility of the contractor.
16. The Township reserves the right to reject any or all bids or to split the bid to
more than one contractor if deemed in the best interest of the municipality.
17. Bids must be received by 1:00 p.m., Wednesday, September 16, 2026. They
will be opened Wednesday, September 16, 2026 at 1:00 p.m., and awarded at
the Board of Supervisors meeting Monday, September 28, 2026, 7:00 p.m.
