DC Water is issuing this Request for Quotations (RFQ) to provide professional consulting services to support the Chief Operating Officer (COO) in refining its Performance Measurement Framework. The goal is to ensure that operations at the Blue Plains Advanced Wastewater Treatment Plant, Water and Sewer Operations, and Engineering are strictly aligned with DC Water’s Blueprint 2.0 and our core mission: reliability, regulatory compliance, and exceptional service delivery.
This initiative is intended to provide a clear, data-driven understanding of current operational performance across these areas and to establish a baseline for identifying future focus areas for continuous improvement, optimization, and organizational alignment. The objective of this project is to assess, refine, and integrate the functions of our Engineering and Operations clusters. The selected consultant will support enhancements in the lifecycle management of DC Water’s assets and improve risk identification and prioritization to ensure safe, reliable world-class service. |
