Request for Proposal
Guardrail Repairs
Sealed proposals will be received by the Town of Merrimack until Friday, September 4 at 2:00PM
for the repair of guardrail in two locations throughout Town. Bids shall include the following bid
specifications and conditions:
Time and effort spent for bid preparation is the responsibility of the bidder. The act of submitting
a bid is considered to be full acknowledgement that the bidder has inspected the sites and is familiar
with the conditions. The limits of repair are painted at the following locations:
1. 487 DW Highway over Baboosic Brook
2. 158 Wire Road
Please contact Greg Blecharczyk, Operations Manager, at (603) 423-8551 if you have any
questions regarding the locations of the guardrails.
The proposal shall exclude state and federal taxes not applicable to municipalities. The bid price
shall be quoted F.O.B. Town of Merrimack, (locations listed above) Merrimack, NH and shall
include all labor, materials and traffic control that are required.
The contractor will be required to provide an insurance certificate confirming the following
insurance coverage: worker's compensation insurance as required by the State of New Hampshire;
broad-form comprehensive general liability insurance in an amount no less than $1,000,000
combined single limit per occurrence; and motor vehicle insurance to include bodily injury,
property damage, uninsured motorist, and employer's non-ownership coverage in an amount no
less than $1,000,000 combined single limit per occurrence. The Town of Merrimack shall be
named as an additional insured on all policies.
The contractor must also agree in writing to indemnify the Town of Merrimack from any and all
liability, loss or damage, including but not limited to bodily injury, illness, death, or property
damage, which the Town becomes legally obligated to pay as a result of claims, demands, costs,
or judgment against the Town arising out of the contractor's actions or omissions relating to this
project.
The Town reserves the right to reject any or all bids, to waive irregularities in the bids, and to
accept the bid which best serves the interest of the Town.
Two copies of the proposal shall be sealed and delivered to the Town of Merrimack Finance
Department, 6 Baboosic Lake Rd, Merrimack, NH 03054 by the time specified above when they
will be read aloud.

SPECIFICATIONS FOR
Guardrail Repairs
1. Purpose - The intent of this Invitation for Bid is to select one contractor to provide all
labor, equipment, materials, transportation, and necessary permits and traffic control
required to repair and replace guardrails as listed for the Department of Public Works
Highway Division. Work shall be in accordance with all NH DOT specifications, terms,
and conditions herein.
2. Scope of Work - The Contractor shall be responsible for repair of guardrails located along
Town maintained roads, to include all necessary traffic control. All guardrail materials and
guardrail component materials used shall be new; salvaged or used materials shall not be
accepted. The Contractor shall be responsible for furnishing the necessary equipment to
perform the job in a safe and efficient manner.
All work shall be performed in compliance with the New Hampshire Department of
Transportation (NHDOT) 2016 Standard Specifications for Road and Bridge Construction.
All work shall be performed in a first class work manlike manner acceptable to the Town
in all respects. The Town may reject all or any portion of the work which is not in
accordance with the approved specifications or is deemed to be unsatisfactory. The Town
shall withhold payment for all work until all unsatisfactory work has been corrected.
All traffic control is the Contractors responsibility and should be included in the per
location pricing. All locations will be available to work on so only one mobilization is
anticipated.
3. Disposal of Salvaged Materials - Salvaged guardrail materials, to include guardrail
component materials, shall be disposed at the Contractors cost.
4. Contract Quantities - The contract quantities are lump sum per location to make the
guardrail assembly whole again. The quantities ordered should be completed to meet
NHDOT Construction Specifications in materials and workmanship. If for any reason the
NHDOT specifications cannot be met at any of the locations an alternate can be accepted
but must be noted on bid form. Pictures are attached for reference only, site visits are
necessary to determine the extent of damage and repairs necessary.
