ADVERTISEMENT - REQUEST FOR STATEMENT OF QUALIFICATIONS-ENGINEERING
Sealed Statements of Qualifications will be received by the Kiln Utility & Fire District of Hancock County,
Mississippi at 16154 Fire Department Rd. Kiln, MS 39556 until 4:00 PM, September 2, 2026, for:
Kiln Utility Sewer Infrastructure Expansion along Kiln DeLisle Road & Kapalama Drive.
The selected firm shall provide professional engineering services related to the scope of work described
in the official proposal documents.
Information packets will be located at the Kiln office, above from Monday through Friday, 8:00 a.m. to
3:00 p.m. Engineering firms/individuals should submit a list of their qualifications, experience, and
capacity for performance. Firms/Individuals must submit the name of the primary contact person and
the person within the firm (if applicable) who shall be the Owner's contact and party primarily
responsible for rendering engineering services, if selected.
Kiln Utility reserves the right to reject any or all proposals and to waive any informalities in the bidding.
Proposals will be ranked and used to contract engineering firms for the projects listed in the RFQ.
Any contract awarded under this solicitation may be paid for in whole or in part with grant funding from
the Department of Treasury and the Mississippi Department of Environmental Quality under the
Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast
States Act of 2012 (RESTORE Act).
Minority and women's business enterprises are solicited to submit a proposal and are encouraged to
make inquiries regarding potential subcontracting opportunities. When subcontracting, all potential
contractors must make positive efforts to use small and minority owned business and women business
enterprises. See 2. C. F. R. 200.321.
Proposals shall be submitted in a sealed envelope/container and clearly marked on the exterior of the
package: Kiln Utility Sewer Infrastructure Expansion along Kiln DeLisle Road and Kapalama Drive.
Each package submitted must have the respondent's name and mailing address marked plainly on the
outside of the envelope/container. Each package shall consist of one (1) color original paper submittal,
five (5) color copies, and one (1) USB flash drive containing one (1) Color PDF of the SOQ Package which
shall include all required documents and any supplemental information. SOQ packages must be limited
to thirty (30) pages, excluding resumes, copies of professional licensure certifications, firm licensure
certifications, State of Mississippi Business License, or any other applicable certifications, in 12- font or
larger. Front and back shall be considered two (2) pages. The SOQ documents must be on 8 1/2" x 11"
pages, numbered pages, and typewritten.
