Title: Glen WRF Denitrification and Plant Upgrades

The Board of County Commissioners of Hernando County, Florida, ("the County"), is soliciting Vendors/Contractors that are active in construction activities to supply all labor and materials to upgrade the Glen Water Reclamation Facility (WRF) to decrease the amount of nitrates discharged from the plant.
The Florida Department of Environmental Protection has developed a Basin Management Action Plan (BMAP) for the Weeki Wachee Springs and River. The BMAP was developed as required by United States Environmental Protection Agency (EPA). The EPA determined the springs and river are impaired for nitrates and developed a Total Mass Daily Load (TMDL) for nitrogen. The BMAP requires Hernando County Utilities to meet a 3 milligrams per liter effluent total nitrogen limit for water reclamation facilities within the BMAP area which discharge to ground water. The Glen WRF is within the BMAP.
Offers for furnishing the above will be received and accepted up to 10:00 am , local time, Monday, February 24, 2025 , via the Hernando County Procurement Department eProcurement Portal . Only electronic submittals through the eProcurement portal shall be accepted by the County.
The Board of County Commissioners of Hernando County, Florida, reserves the right to accept or reject any or all bids and waive informalities and minor irregularities in offers received in accordance with the Bid Documents and the Hernando County Procurement Ordinance.
