Sealed bids must be in the Purchasing Department no later than the time specified to be considered. Submissions received
after the deadline will not be considered. Envelopes must bear the name of the supplier, company address and the words "IFB
26-049 Clarifier Weirs & Baffles" or "IFB 26-049 NO QUOTE." Facsimile or email bids will not be accepted.
All bids must be submitted on the attached forms, or your bid will be disqualified. Bidder shall furnish all the information
required by the solicitation. The bidder's name must be typed or printed on the bid sheet and signed by the bidder or
appropriate authorized executive officer of the bidder's company. Bidders must initial any changes or erasures. Bidders should
retain a copy of bids for their records.
Bidders shall acknowledge receipt of all addenda to this solicitation by signing and returning each addendum or by identifying
the addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will result
in rejection of the bid if MAWSS determines that the addendum contains information that materially changes the requirements.
All bids shall be quoted FOB Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, all
prices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the right
to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to terminate the bid process at
any time, if deemed by MAWSS to be in MAWSS's best interest.
A Purchase Order and this "Invitation for Bid" with "Specifications," "Conditions," "Bid Form," signed by the successful bidder's
authorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with the
Invitation for Bid in order to illustrate the contract requirements, will constitute a contract for the goods and/or services to be
purchased.

CONDITIONS
The Board of Water and Sewer Commissioners of the City of Mobile will accept bids for the Clarifier Weirs & Baffles Purchase
in our Purchasing Department Bid Box located at the East Visitor Entrance at 4725 Moffett Road, Mobile, AL. 36618 no later
than 10:30 a.m. local time on September 2, 2026. Bids will be opened immediately after bid closing time in the Operations
Center Board room located at the East Visitor Entrance. Award will be by Total Cost & Lead Time. The bidder offers and agrees,
if this bid is accepted, to furnish the items as defined in the specifications for the unit price set opposite each item. Pricing shall
be FOB Mobile, Alabama. All items shall be delivered to Wright Smith Jr. WWTP located at 1879 Conception St. Rd. or to the
job site as needed. The bidder shall state the expected length of delivery time on the Bid Form.
Bidders are highly encouraged to schedule a site visit prior to submitting a bid. Failure to obtain information from the site or
manufacturer does not grant exceptions, deviations, substitutions, or qualifications from full compliance with the bid
specifications.
Bidder understands and agrees that manufacturer and part numbers are provided for descriptive purposes only. Items of equal
or better quality will be considered but must be approved by MAWSS in writing. Upon delivery, if the quality, durability or
performance of any product represented as equal or better is determined by MAWSS to be unsatisfactory, MAWSS will require
a suitable substitute or will require that the originally specified item be delivered, at the unit price originally offered by bidder.
No substitution for items to be provided pursuant to this contract shall be permitted during the contract period without the
express written consent of MAWSS. All items provided shall be for commercial use and for the purposes reflected in the
contract documents.
No bid on closed out or discontinued item(s) will be accepted. Item(s) that have a determinable shelf life must be disclosed at
the time of bid submittal.
Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after the
scheduled closing time for receiving bids.
MAWSS reserves the right to reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to
terminate the bid process at any time, if deemed by MAWSS to be in MAWSS's best interest.
A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication,
division, addition or subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior to award. In such cases, unit
prices shall not be changed.
It is the responsibility of the bidder to determine prior to the bid opening whether any amendment, additions, deletions or
changes of any type have been made to this Invitation for Bid, Conditions, Specifications, Bid Form or any other bid documents.
Bid documents and any amendments made to this bid will be posted on our website at www.mawss.com.

SPECIFICATIONS
Furnish Replacement 304 Stainless Steel Weirs and Scum Baffles
Wright Smith Jr., Wastewater Treatment Plant
1. GENERAL
1.1 Purpose
The purpose of this solicitation is to obtain competitive bids for the engineering, fabrication, furnishing, and delivery
of one (1) complete replacement set of stainless-steel effluent weirs and scum baffles for one (1) existing circular
primary clarifier at the Wright Smith Wastewater Treatment Plant in Mobile, Alabama.
1.2 Existing Equipment Reference
The replacement components are intended for one (1) existing 100-foot-diameter C3 clarifier originally installed in
1987. Existing equipment reference/serial information is 23516-03 A/B. The serial reference is provided solely to
assist bidders in identifying the existing configuration and does not limit competition to the original equipment
manufacturer.
1.3 Scope of Supply
The successful bidder shall furnish a complete set consisting of, at minimum:
* Scum baffle plate: 18 in. high x 3/16 in. thick, Type 304 stainless steel.
* Scum baffle support brackets: Type 304 stainless steel.
* Anchors: 1/2 in. diameter wedge anchors, Type 316 stainless steel.
* Assembly fasteners: Type 316 stainless steel.
* Isolation sleeves and/or washers required to electrically isolate dissimilar metals.
* Effluent weir plate: 9 in. high x 3/16 in. thick, V-notch configuration, Type 304 stainless steel.
* Weir washers: Type 304 stainless steel.
* Engineering necessary to produce components that fit and function with the existing clarifier.
* Freight and delivery to the Wright Smith Jr., Wastewater Treatment Plant located at 1879 Conception
Street Rd., Mobile, AL 36610.
1.4 Base Bid Limits
The base bid is for engineering, fabrication, furnishing, and delivery only. Removal of existing components,
installation, tank draining or cleaning, startup/checkout services, unloading, static torque testing, and field labor for
installation are not included unless specifically added by written addendum or separate bid item.
2. BIDDER RESPONSIBILITIES
2.1 Complete and Compatible Supply
The bidder is responsible for furnishing components that are dimensionally compatible with the existing clarifier and
suitable for installation in the existing locations without unapproved alteration of the clarifier structure or
mechanism. The bidder shall identify in its bid any component, hardware, adapter, or modification it believes is
necessary for a complete installation.
2.2 Field Verification
Because the replacement components must fit an existing 1987 installation, the successful bidder shall verify all
critical field dimensions before releasing material for fabrication. Field verification may be performed by the supplier
or by a qualified representative acceptable to the supplier.

2.3 Equivalent Products and Manufacturers
Products from any qualified manufacturer or fabricator are acceptable provided the bidder demonstrates full
compliance with this specification and dimensional compatibility with the existing clarifier. References to existing
equipment, serial numbers, or original manufacturer information are for fit and identification only.
2.4 Exceptions and Deviations
Any exception, deviation, substitution, or qualification to this specification shall be clearly identified in the bid
submittal. Failure to submit necessary modifications to the specifications necessary in writing shall be interpreted
as full compliance. Material or dimensional substitutions shall not be made after award without prior written
approval by MAWSS.
3. TECHNICAL REQUIREMENTS
3.1 Materials
Stainless steel grades shall be as specifically stated in this specification. Type 304 stainless steel shall be used for
the weir plates, scum baffle plates, support brackets, and weir washers. Type 316 stainless steel shall be used for
the wedge anchors and assembly fasteners.
The successful bidder shall provide material identification or certifications sufficient to verify the specified stainless-
steel grades upon request.
3.2 Weirs
Effluent weirs shall be fabricated from 9 in. high x 3/16 in. thick Type 304 stainless steel plate. Weirs shall be V-
notch type. The notch geometry, spacing, panel lengths, hole pattern, elevation-adjustment arrangement, and
connection details shall match the functional requirements and installation geometry of the existing clarifier as
confirmed by field verification and approved shop drawings.
3.3 Scum Baffles
Scum baffles shall be fabricated from 18 in. high x 3/16 in. thick Type 304 stainless steel plate. Panel lengths,
support spacing, hole patterns, and connection details shall be compatible with the existing clarifier configuration as
confirmed by field verification and approved shop drawings.
3.4 Supports, Anchors, Fasteners, and Isolation
Support brackets shall be Type 304 stainless steel. Wedge anchors shall be 1/2 in. diameter Type 316 stainless
steel. Assembly fasteners shall be Type 316 stainless steel. The supplier shall furnish isolation sleeves and/or
washers wherever required to prevent direct contact between dissimilar metals. Weir washers shall be Type 304
stainless steel.
3.5 Fabrication and Workmanship
Components shall be fabricated true to the approved dimensions and shall be free of sharp edges, burrs, excessive
distortion, and defects that would interfere with assembly, adjustment, or operation. Holes, slots, brackets, and
adjustment features shall be located to permit installation and leveling of the weirs and alignment of the scum
baffles on the existing clarifier.
4. SUBMITTALS
4.1 Pre-Fabrication Submittal
Before fabrication, the successful bidder shall submit electronic shop drawings for Owner review. Submittals shall
include, as applicable:
* Overall arrangement and panel layout.
* Weir and scum baffle dimensions, thicknesses, and materials.

* V-notch configuration and spacing.
* Support bracket details and spacing.
* Anchor, fastener, washer, and isolation hardware details.
* Field-verified critical dimensions and connection locations.
* Bill of materials identifying stainless steel grades.
* Estimated fabrication and shipment schedule.
MAWSS review is for general conformance with the specified scope and does not relieve the supplier of
responsibility for dimensions, fit, fabrication accuracy, or completeness.
4.2 Final Documentation
At shipment, the supplier shall provide final approved drawings and written installation/assembly instructions
sufficient for installation by MAWSS or MAWSS's separate contractor.
5. DELIVERY AND SHIPPING
5.1 Delivery Time
The bidder shall state the proposed delivery lead time in its bid. MAWSS' desired delivery is no later than fourteen
(14) weeks after purchase order acknowledgement and completion of required submittal review/field verification.
Any proposed lead time exceeding fourteen (14) weeks shall be clearly identified as an exception.
5.2 Freight
The bid price shall include all packing, handling, and freight charges necessary to deliver the complete supply to an
accessible delivery point at the Wright Smith WWTP located at 1879 Conception Street Rd, Mobile, AL 36610.
Unloading at the site will be by MAWSS. All materials identified in the Section 1.3 Scope of Supply shall be shipped
collectively.
5.3 Packaging and Identification
Components shall be packaged and marked to prevent damage in transit and to facilitate identification during
unloading and installation. Loose hardware shall be packaged, labeled, and cross-referenced to the applicable
assembly.
6. WARRANTY
The supplier shall warrant the new components against defects in material and workmanship for twelve (12)
months from initial operation, not to exceed eighteen (18) months from delivery. The warranty shall apply to the
supplied replacement components only. No process-performance warranty is required.
The bidder shall include its standard written warranty with the bid and shall identify any exclusions that materially
differ from the warranty requirement above.
7. BID PRICING AND COMMERCIAL REQUIREMENTS
7.1 Lump-Sum Price
The bidder shall provide one lump-sum base bid covering the complete scope described herein, including
engineering, field verification, fabrication, all listed materials and hardware, packaging, and freight.
7.2 Tariffs and Escalation
The submitted bid shall identify any tariff assumptions. Price-escalation clauses or material-surcharge provisions
shall be clearly disclosed and will be subject to MAWSS acceptance.

7.3 Terms Governing Award
MAWSS shall award the bid based on lump sum price and lead time.
8. OWNER-FURNISHED / OWNER-PERFORMED WORK
Unless added by written amendment, the Owner or others will be responsible for:
* Taking the clarifier out of service as required.
* Draining and cleaning the clarifier.
* Removal and disposal of existing weirs, baffles, anchors, and related materials.
* Unloading delivered materials.
* Installation, alignment, adjustment, and final leveling of new components.
* Any site access, lifting equipment, scaffolding, fall protection systems, or temporary works required for
installation.
* Startup/checkout services
* Static torque testing
9. ACCEPTANCE OF SUPPLIED MATERIALS
Acceptance will be based on compliance with the approved submittal, specified materials, quantities, and absence
of shipping damage or visible fabrication defects. Owner inspection at delivery does not waive latent defects or
warranty obligations.
