Description

Brookhaven Science Associates (BSA), operator of Brookhaven National Laboratory (BNL) for the U.S. Department of Energy, is seeking qualified small business concerns capable of providing on-call weld inspection services, including Visual Weld Inspection and Phased Array Ultrasonic Testing (PAUT), for mission critical utility infrastructure located at Brookhaven National Laboratory in Upton, New York.



The purpose of this Sources Sought notice is to identify interested and capable vendors with demonstrated experience performing weld inspections in accordance with applicable ASME codes and industry standards. Services are anticipated to support maintenance and repair activities associated with BNL’s aging steam, chilled water, and utility distribution systems.



The anticipated scope of work includes:




  • Visual examination of welds in accordance with ASME Section V, Article 9

  • Phased Array Ultrasonic Testing (PAUT) in accordance with ASME Section V Articles 4 and 14

  • Inspection reporting and documentation

  • Identification and evaluation of weld discontinuities

  • Work in both confined and non-confined spaces

  • Compliance with all applicable OSHA, BNL safety, and site access requirements



Contractors shall furnish qualified personnel, inspection equipment, reporting documentation, PPE, and all tools necessary to perform the required services. Personnel performing PAUT shall possess, at minimum, Level II Ultrasonic Testing certification with documented PAUT-specific training in accordance with ASNT SNT-TC-1A and CP-189 requirements.



The anticipated work will be performed on an as-needed basis during normal BNL working hours. Contractors must be capable of responding to inspection requests within two (2) business days and be located within 50 miles of Brookhaven National Laboratory.



This Sources Sought notice is for market research purposes only and does not constitute a solicitation or commitment by the Government or Brookhaven Science Associates to issue a solicitation or award a contract. Responses will be used to determine the availability of qualified businesses capable of satisfying the requirement.



Interested firms should provide:




  1. Company name, address, UEI, and business size status

  2. Relevant experience performing comparable weld inspection and PAUT services

  3. Applicable certifications and inspector qualifications

  4. Capability to perform confined space inspections

  5. Ability to meet response time requirements

  6. Any applicable socioeconomic status information
