PROFESSIONAL SURVEYING SERVICES
FOR
REHABILITATION OF THE 15" DRAIN LINE PROJECT
1.0 INTRODUCTION
1.1. Purpose
The Santa Fe Irrigation District (SFID) is seeking proposals from qualified Professionally
Licensed Surveying/Engineering Firms to provide Professional Surveying Services for the
Rehabilitation of the 15-Inch Drain Line Project J-2150 (The Project). SFID is a public
agency existing and operating pursuant to the Irrigation District Law, California Water Code
Section 20500 et seq. This Request for Proposals (RFP) describes The Project, the required
scope of services, the consultant selection process, and the minimum information that must be
included in the proposal. Failure to submit information in accordance with the RFP
requirements and procedures may be cause for disqualification. SFID reserves the right to waive
minor proposal deviations or omissions at its sole discretion.
The Professionally Licensed Surveying/Engineering Firm (Consultant) shall perform the
general tasks as described in the Scope of Work. SFID intends to select the most qualified
Consultant for the project. Proposal will be evaluated by SFID's Screening and Selection
Committee based of the following criteria:
1. Project Understanding and Approach
2. Scope of Work and Reasonableness of the Schedule of Services
3. Qualifications of Key Personnel (team) and Relevant Experience
4. Overall Clarity of Proposal/Compliance with the RFP
5. Cost of Proposal
Please refer to Section 4 below for more detailed scope requirements.
Failure to submit information in accordance with this RFP's requirements and procedures may be
cause for disqualification.

1.2. E-Notification Information
Notifications regarding amendments or other information regarding this RFP will be
automatically distributed via firms who sign up through SFID's website at Notify Me * Santa Fe
Irrigation District, CA * CivicEngage (sfidwater.org) for Professional Surveying Services for
the Rehabilitation of the 15-Inch Drain Line Project, at no cost. A link to the RFP can be
found on the SFID website at www.sfidwater.org and selecting "Bids/Projects" at the top of the
page. Select "Listing of Capital Improvements Projects" and the Professional Surveying
Services for the Rehabilitation of the 15-Inch Drain Line Project. Please note that each
consultant will be required to acknowledge receipt of Addenda in the proposal.
1.3. Due Date and Delivery
Electronic proposal shall be marked "Professional Surveying Services for the Rehabilitation
of the 15-Inch Drain Line Project", and must be received via email to hdodd@sfidwater.org on
or before:

1.4. Questions Concerning Proposals
Requests for interpretation, clarification and/or explanation regarding any aspect of this RFP
must be received in writing, via email, by SFID no later than 12:00 P.M., Pacific Standard Time
(PST), Thursday, September 17, 2026. Questions must be sent to the attention of Hanna Dodd
Gabin, Senior Civil Engineer, via e-mail to hdodd@sfidwater.org. Questions submitted via e-
mail shall contain the following title in the Subject line Professional Surveying Services for the
Rehabilitation of the 15-Inch Drain Line - RFP Question.
Questions will not be accepted by telephone. Any questions received after this date may not
receive a response. Written responses to questions will be sent to all Proposers.
1.5. Pre-Proposal Meeting
A pre-proposal meeting will be held on Thursday, September 10, 2026, at 10:00 am at the R.E.
Badger Water Filtration Plant located at 18535 Aliso Canyon Road, Rancho Santa Fe
California, 92091. Attendance at the pre-proposal meeting is not mandatory but is strongly
encouraged. The pre-proposal meeting WILL NOT BE held at the Santa Fe Irrigation District
Office located at 5920 Linea Del Cielo, Rancho Santa Fe, 92067.
Due to access restrictions along "Cross-Country" easement portions of the alignment,
Proposers are NOT permitted to visit the site on their own. The only site visit will occur
during the pre-proposal meeting.

1.6. Project Schedule
The Project shall be completed within approximately 8 to 12 weeks after notice to proceed. The
solicitation, receipt and evaluation of proposals, selection of the provider of Consulting services,
and the completion of the scope of work shall correspond to the tentative schedule shown in
Table 1. Actual schedule dates are subject to change based on information presented in the
selected Consultant's proposal and subsequent discussions with the selected Consultant.

2.0 BACKGROUND INFORMATION
Santa Fe Irrigation District (SFID/District) was established January 26, 1923, and is a special
public agency, organized under the laws of the State of California to provide water services to
residents and businesses within a 16 square mile area within communities of Rancho Santa Fe,
Fairbanks Ranch, the City of Solana Beach, and areas in the northern portion of the City of Del
Mar and all located within San Diego County. SFID provides potable water service for
domestic, commercial, outdoor irrigation, and agricultural demands.
SFID and the San Dieguito Water District (SDWD) jointly own water treatment, storage, and
distribution facilities that supply potable water to SFID's and SDWD's (the Districts) potable
water distribution systems. These jointly owned facilities (Joint Facilities) are operated and
maintained by SFID. The R.E. Badger Water Filtration Plant (REB Plant) and the San Dieguito
Reservoir (SDR) are two major assets jointly owned by the Districts. The REB Plant treats raw
imported and raw local water supplies. The SDR provides local raw water storage and pre-
conditioning prior to treatment at the REB Plant. The SDR also provides a point of discharge for
water derived from regular water treatment filter backwashing practices at the REB Plant.
As shown on Figure 1, the REB Plant and SDR are connected by a 15-inch asbestos cement drain
line (drain line). The length of the drain line from the REB Plant to the SDR discharge point is
approximately 6,900 feet.

Regardless of the raw water source to the plant (imported or local), the drain line is critical to the
water treatment process. In addition to conveying filter backwash water from the REB Plant
wastewater holding ponds to the SDR, the drain line is also used to convey raw local water
supplies from Lake Hodges to the SDR. Raw local water stored in Lake Hodges is pumped by

the Districts' Cielo Pump Station to the REB Plant wastewater holding ponds. The raw local
water is then conveyance by gravity through the drain line to the SDR.
The drain line was constructed in 1968. SFID has developed a comprehensive Master Plan and
10-Year Capital Improvement Program (CIP) to systematically replace aging infrastructure to
maintain safe, reliable, and efficient operations. The 10-Year CIP includes the Rehabilitation of
the 15-inch Drain Line Project (Drain Line Project). The first step in the Drain Line Project is to
clearly define the easement boundaries, pipeline locations, topography, and encumbrances along
the drain line alignment. The scope of work described in this RFP is intended to achieve this
important first step. The deliverables identified in this RFP are intended to directly support
subsequent design efforts. In addition, the deliverables will be used to support activities
associated with clearing of the easement for future construction and maintenance activities. This
will include coordination with property owners to remove and/or modify various types of
encumbrances along the easements.
The 15-inch drain line shares its easements with a 30-inch steel raw water force main, and 54-
inch steel treated water transmission pipeline, also owned by the Districts. It is intended that
work completed as part of the Drain Line Project will also be used to facilitate future design,
construction, and maintenance activities associated with these two adjacent pipelines.
3.0 PROJECT DESCRIPTION
3.1 Project Purpose
The 15-inch drain line is approximately 6,900 feet long. The last 2,300 feet of drain line is
located either on the Districts' SDR property (approximately 1,300 ft) or within rights-of-way
along El Camino Del Norte and Aliso Canyon Road (approximately 1,000 ft). These last 2,300
feet of the drain line are NOT included in the scope of work of this RFP.
As described in Section 4.0 Scope of Work, The Professional Surveying Services for the
Rehabilitation of the 15-Inch Drain Line Project includes approximately 5,000 feet of the
drain line alignment. The 15-inch drain line, 54-inch pipeline, and 30-inch force main generally
run parallel to each other along the approximately 5,000 ft. long alignment and are also included
in this project. All easements, rights-of-way, and properties (or portions of properties) associated
with the three parallel pipelines along this 5,000 foot alignment are included in this project.
Heading east to west from the R.E.B. Plant, the three pipelines travel approximately 900 feet
within easements in the general alignment of Aliso Canyon Road. This initial roughly 900 foot
segment of the alignment is referred to as the "Northeast Segment" in this RFP. Note that in this
Northeast Segment area, Aliso Canyon Road also appears to be located on easements and most
of that portion of Aliso Canyon Road is not a County of San Diego maintained road. Although
the pipelines appear relatively easy to access along this first Northeast Segment, the specific
location of the easements, pipelines, and encumbrances along the easements need to be clearly
defined and documented to support future capital projects and maintenance activities.

At the western end of the initial Northeast Segment, the alignments for all three pipelines turn
southwest for the next 3,800 feet through a 30-foot-wide easement (made up of a 7.5 ft. and 22.5
ft. easement) that contains numerous encumbrances. This combined 30-foot easement is referred
to as the "Cross-Country" easement in this RFP. The most recent ground and aerial survey of the
Cross-County easement was conducted over 25 years ago. The 2001 survey files are provided as
background documents for this RFP (Attachment A). However, the available digital survey files
are out of date and not editable for use with SFID's GIS.
The Cross-Country easement passes through 11 properties. The Cross-County easement is
currently encumbered by multiple fences, trees, and other structural improvements that
significantly limit access for future construction and/or maintenance. Improvements to
surrounding properties included grading that appears to have increased the ground elevation at
various locations along the Cross-Country easement. In addition to impeding access, these
encumbrances may be impacting the remaining useful life of the 15-inch drain line, and other
District pipelines.
Design of the Rehabilitation of the 15-inch Drain Line project is scheduled to be initiated in
FY29. To accommodate implementation of the Rehabilitation of 15-inch Drain Line Project, and
other improvement projects associated with the 54-inch pipeline and 30-inch force main
identified in the SFID 10-Year CIP, SFID needs a professional survey of the easements, and
relevant portions of the properties, associated with the existing 15-inch drain line, 30-inch force
main, and 54-inch pipelines. The purpose of this project is to provide survey project deliverables
that:
* Accurately represent the "survey level" locations of property lines, the easement, and any
encumbrances within the easement. This information will be used to facilitate
discussions with individual property owners for the removal and/or modification of the
existing encumbrances. The information may be used as part of potential future conflict
resolution activities.
* Provides high resolution aerial imagery with topographic information at 1-foot contour
intervals.
* Identifies the location of the three (3) pipelines within the easement based on mark-out
field location activities conducted by SFID staff, as well as us of available construction
documents.
* Provides detailed 1-inch = 40 foot base maps that will serve as the foundation of future
capital project designs as well as other O&M projects required to inspect the existing
pipelines, and remove trees and other encumbrances from the easement.
* All deliverables shall be based on the same high level of accuracy, be on the same
coordinate system, and digital deliverables shall be compatible for use with SFID's GIS.
More detailed objectives are further described throughout this RFP.
3.2 Detailed Description of Project Areas
3.2.1 Northeast Segment - As shown on Figure 2, the survey work shall begin west of the plant
entrance, at the eastern property line of APN 264-110-28. The drain line travels in a

westerly direction through easements within two private properties before veering
southwest through a small section of right-of-way prior to heading southwest along the
Cross-Country easement described in below in 3.2.2. The 15-inch drain line is located to
the north of the 54-inch and 30 inch pipelines in this approximately 900 foot segment
along Aliso Canyon Road. The 15-inch drain line crosses the 54-inch pipeline at
approximately the intersection of Via de Las Flores and Aliso Canyon Road, and then
runs parallel, and in between, the 54-inch and 30-inch pipelines for the entire length of
the downstream "Cross-Country" segment.
3.2.2 Cross-Country Segment - Figure 3 shows the Cross-Country segment of the 15-inch
drain line is approximately 3,800 feet long. It begins at the northeast corner of APN 265-
370-24 and ends at the western border of APN 265-470-26. The 15-inch drain line, along
with the 54-inch pipeline and 30-inch force main, pass through 11 properties within a 30-
foot easement (comprised of a parallel 7.5 ft and 22.5 ft. easement). The easement is
generally adjacent to a natural drainage channel that runs through the area.
The Cross-Country area was developed as two subdivisions. Figure 4 shows the northern
Rancho Cielo subdivision area that was established in the early 1970s. Figure 5 shows the
Rancho La Cima subdivision area that was established in the mid 1980s. Background
documents attached to this RFP include the two subdivision maps and associated 30-foot
easement description documents (Attachment A).
3.3 Easement Access Restrictions
Each of the property owners along the Cross-Country segment of the 15-inch drain line
have installed fences perpendicular to the easement along their property lines. Therefore, it
is not possible to travel directly across the easement. For most of the properties, access is
only available through private gates requiring direct contact with the owners. To facilitate
efficient access by the Consultant, SFID intends to implement a property owner outreach
plan describing the timing and duration for the required field and aerial survey activities.
SFID Staff will need to accompany the Consultant each day there are field activities. The
Consultant will not be able to go to the directly to the site without the presence of SFID
staff. SFID will work closely with the Consultant to assure that a Staff member is available
on the scheduled field work days.
It should also be understood that in addition to perpendicular fences, there are trees located
along a significant portion of the project area that prevent the ability to drive vehicles on
the easement. Other than two short segments described below in 3.4, the project area is
walkable.
