Title: Implementation of Emergency Rental and Mortgage Assistance

This Request for Proposal (RFP) seeks qualified non-profit organizations to provide emergency rental or mortgage payment assistance to eligible low-income families in Volusia County with the objective of preventing eviction and ensuring housing stability. Organizations should have offices located in Volusia County and have experience with rental and/or mortgage assistance. Organizations will process applications, conduct assessments and verification to determine eligibility, determine the amount of assistance, and administer payments. Eligibility and the amount of assistance will be determined based on income, family size, housing costs and other factors. Eligibility criteria is defined below. Payments shall be made directly to mortgage companies, landlords or property managers on behalf of eligible families. Organizations shall maintain accurate records and provide reports of rental or mortgage assistance payments, participant data and program outcomes. The County has up to $300,000 available for emergency rental and mortgage assistance this year. The County anticipates having an estimated $450,000 available for the program with each optional renewal term. The program funding is contingent upon funding availability and prior year performance of the selected non-profit. The emergency rental and mortgage assistance funding availability will have no more than 5% of funding being utilized for administration costs and 15% of funding for outreach costs. Administration costs may be costs to administer the program such as salary of supervisory employees, office rental costs or office supplies. Outreach costs may include salary of case workers or those providing a direct service to the public. If state or federal requirements apply to the receipt, management, or expenditure of funds pursuant to the County’s emergency rental and mortgage assistance program, such requirements constitute minimum program requirements and are incorporated herein by reference in this scope of work.
Historically this service has been provided by Volusia County Human Services, however we are looking for alternative methods for implementation.
