INTRODUCTION
The Village of Westmont, Illinois (“Village”) is seeking statements of interest from qualified
developers to redevelop a key 2.0-acre site (the “Site”) located in the heart of Westmont’s
downtown. While a portion of the Site is currently privately owned, the Village is under
contract to purchase the remaining parcels and is expected to close in December 2026.
The Village invites development teams to submit their qualifications, development
approach, and preliminary vision for a catalytic, high-quality project that strengthens
downtown Westmont’s character, activity, and economic vitality.
The Site is located at the northeast corner of S. Cass Avenue and E. Quincy Street, directly
east of the Westmont Metra Station. The Village would like to see the Site, which is
currently occupied by smaller commercial buildings, redeveloped into a larger, pedestrian-
friendly mixed-use development. The success of recent mixed-use developments in
Westmont, including Quincy Station, has demonstrated demand for downtown
apartments and ground-floor retail with an active street-level presence.
This Request for Interest (RFI) is intended to identify experienced development partners
capable of delivering a transformative project in a premier, transit-served location.
Information requested from interested parties is outlined on page 8. Based on its review of
submittals, the Village will select a preferred developer and begin negotiations for a
redevelopment agreement for the Site. The Village may elect to request additional
information or interview a shortlist of development teams prior to selecting a preferred
developer.

walkable district with a strong mix of dining and entertainment options. Adjacent to the Westmont Metra
Station and located at the intersection of Quincy Street and Cass Avenue, the Site is centrally positioned
among many restaurants, storefronts, and parks. The Site presents an opportunity for a highly visible,
mixed-use development project that has the potential to build upon the momentum of a proven district.

SITE CONTEXT
The Site consists of three adjacent parcels, one of which is currently owned by the Village. The Village has
entered a purchase and sale agreement with Bales Lumber & Supply Inc for the two privately-owned
parcels and expects to take full ownership of the Site in December 2026. The Village’s current tenants
have leases expiring by the end of January 2027 but have expressed a desire to remain past that time if
the development timeline for demolition allows. The Village has reached out to the railroad to investigate
the potential to grade railroad right-of-way that is adjacent to the Site. Additionally, the Village is
conducting environmental assessments and an ALTA survey, which will be shared with the preferred
developer. The Village is also open to working with a preferred developer on land assembly to facilitate a
larger redevelopment. The two privately-owned parcels (1.35 acres in total) were appraised at $3 million,
and the Village estimates the full Site to be valued at $4.37 million.
