1. Introduction
The purpose of this Request for Proposals (RFP) is for Washington County to secure services for Construction
Survey and Staking on various road projects that will be constructed in 2026 as shown on the map below.
Not all projects displayed on the map are included in the RFP.

2. Scope of Services
2.1. Surveyor Requirements
Provide trained, experienced, qualified personnel for construction surveying and staking services for the
duration of the Projects listed in 2.3. Work may include staking project limits, slope stakes & key stakes,
drainage staking, red tops/blue tops, curb & gutter staking, bridge & retaining wall staking, as-built
surveying, and quantity surveying/calculations. Additional work may include performing topographic surveys
and drone-based aerial photography on an as needed basis, and other surveying/staking needs as identified
by the Engineer.
2.2. Work Environment
• Surveyor should anticipate working from a field trailer and/or pickup truck based at the assigned
construction site
• Must be able to perform the following:
o Bending, turning/twisting, kneeling, climbing, reaching out, grasping, and lifting up-to 50
pounds
• Must be able to tolerate, but should not be limited to the following exposures:
o Construction zones, heavy equipment, live traffic, heat, cold, rain, snow, ice, dust, and dirt
• Must be able to operate, but should not be limited to the following equipment:
o Personal computer, printers, telephone, cellular phone, calculator, copy machine, personal
safety equipment, electronic drafting equipment, and survey instruments
• Additional physical/mental requirements that may not be listed above, but are inherent in
performing the position’s essential functions
• Night, evening, and weekend hours should be expected

2.4. Additional Scope Clarifications
2.4.1 There is a likelihood that the projects assigned to the Survey Consultant will need to be modified
to some degree throughout the construction season based on the County’s needs (project
changes, schedules, etc.) The responsibilities of the Consultant Staff will not change without
agreement between the Consultant and County.
2.4.2
All work shall comply with the procedures, requirements, and regulations of the Minnesota
Department of Transportation (MnDOT) Office of State Aid and Washington County, including
the MnDOT Surveying and Mapping Manual and the MnDOT Standard Specifications for
Construction.
2.4.3
Plans, if completed, or a scoping document will be provided to those Consultants who express
interest in accordance with Section 5 of this RFP. Any shared files and scoping documents are to
be used for information only and are not to be used for construction. Washington County will
provide digital design files to the selected Consultant for convenience during construction.
2.4.4
All staking and survey requests will be received by Washington County’s construction inspector.
The Consultant shall complete survey requests within 24 hours of notification. The Consultant
will be compensated for all work done at the request of the inspector regardless of whether the
requests are for duplicate staking or measuring.
2.4.5 The firm selected will be required to furnish all labor, materials, transportation, tools, supplies,
equipment, etc., necessary to complete the tasks defined in this RFP.
2.4.6 The Consultant shall provide construction vehicles 10 years or newer that are capable of
traversing off-road conditions (Pickup truck or SUV).
2.4.7 Vehicles will have Consultants name and logo displayed on the side.
2.4.8 Vehicles will be equipped with flashing strobe lights. One (1) light must be visible for 360
degrees around the vehicle at a height of 3.5 feet and a radius of 60 feet or greater.
2.4.9 All personnel are required to wear steel toe safety boots and high-visibility safety apparel at all
times while on the jobsite. Hardhats are required when overhead equipment is in use.
Additional PPE may be required to conform to site specific safety requirements.
3. Proposal Content
Proposals will be limited to no more than eight (8) pages including resumes of proposed personnel. The font
shall be no smaller than 11 point, 11x17 pages can be used for maps, exhibits, and/or schedule and will
count as a single page. The following will be considered minimum contents of the proposal, are considered
part of the page count (except 3.1), and must be submitted in the order listed:
