INVITATION TO BID
Pursuant to North Carolina General Statutes § 143-129 et. seq., Brunswick County (“County” or “Owner”) is soliciting sealed bids for the construction: Carolina Shores Wastewater Treatment Plant (“WWTP”) Clarifiers Splitter Box. Sealed bids will be received until 3:00 PM ET on Thursday, February 5, 2026, in the Brunswick County Public Utilities Operations Center located at 250 Grey Water Road NE, Supply, NC 28462. Bids will be for the furnishing of all labor and materials, including all equipment required, as detailed in the technical specifications, construction drawings, and summary of work contained herein. Any changes to the specifications or summary of work or clarifications to the bidding documents will be made in the form of addendum hereto and will be supplied to all known prospective bidders and posted on the County’s website. Notwithstanding the foregoing, bidders will be responsible for ensuring that they have all addenda.
Each sealed bid must be made on the forms provided. Brunswick County will not be responsible for the failure of any mail or delivery service to deliver a bid by the aforementioned date and time. Regardless of the manner of submission, bids received after the aforementioned date and time, incomplete bids, or bids not submitted at the correct location or in the designated manner will not be accepted. Sealed bids will be opened publicly and read aloud on Thursday, February 5, 2026 at 3:00 PM ET in the Brunswick County Public Utilities Operations Center located at 250 Grey Water Road NE, Supply, NC 28462. The contract shall be Single Prime.
A general description of the work includes, without limitation:

Demolish existing chlorine contact basin and connected appurtenances

Build new splitter structure and pipes connecting to the existing secondary clarifiers
Pre-Bid Meeting: An open pre-bid meeting will be held for all interested bidders and vendors on Monday, January 5, 2026, At 10:30 AM ET, location on site at 1 County Way, Calabash, NC 28467. Directions are as follows: From Wilmington follow US 17 toward South Carolina. At the State border turn left onto Woodrow Shelley Road (dirt road). The plant is at the end of the road.
Site Visitation: Individual inspection of the proposed construction site will be allowed only during the prebid meeting.

Payment must be by either credit card, check/money order made payable to Duncan-Parnell, or by Duncan-Parnell Account. Please note that only registered plan holders may bid as General Contractor. Brunswick County will not be responsible for full or partial sets of Contract Documents, including any addendum, obtained from any other source.
No refund for any Contract Documents shall be made and no partial sets of the Contract Documents will be issued. The Contract Documents may be examined or purchased at the following locations:
Miscellaneous: Brunswick County reserves the unqualified right to reject any and all bids. A 5% bid bond or deposit is required. Brunswick County has implemented a Minority Business Enterprise Policy that requires Contractors to exhibit a good-faith effort to contact minority business subcontractors whose work on the project would represent 10% of the total value of the work. Contractors must be properly licensed. Additional instructions to bidders are included in the Contract Documents.

A copy of all questions, further clarifications and answers will be made in the form of an Addendum to this Invitation to Bid and will be provided to all known bidders and posted on the County’s website. Shortly thereafter, the bids will be opened publicly and read aloud.
Sealed bids may only be received by mail or hand delivery. Sealed bids shall be labeled with the project name, Contractor’s name, address, and license number and must be marked “SEALED BID, DO NOT OPEN.” Sealed Bids shall be sent to:
